Permanent Secretaries or the equivalent are seen as the core of the top management hierarchy in member states. While they are assigned responsibility for specific ministries and agencies, it is their cohesive, collaborative and coordinated actions that will generally determine the level of implementation of government’s priorities, projects and programmes. The principles highlighted here are intended as a foundation for the consistent, collective action required for achieving desired results.
