📌 Legislative Update: Medicare Bulk Billing Changes Confirmed

The Health Legislation Amendment (Miscellaneous Measures No. 1) Bill 2025 was passed by Parliament on 30 October and received Royal Assent on 4 November. View the Bill here: https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r7366

This legislation delays the commencement of new assignment of benefit processes for all Medicare bulk billed services from 9 January 2026 to 1 July 2026.

HFMA engaged with the Department of Health and Aged Care during the consultation on Assignment of Benefits for Simplified Billing, submitting formal feedback in April and meeting with Department representatives to discuss key issues.

We welcome the changes introduced in response to stakeholder input, particularly those that reflect HFMA’s recommendations to ease administrative burden for healthcare providers.

The HFMA National Conference 2025 opened today at Pullman Melbourne on the Park, bringing together healthcare finance professionals from across the country for a day of learning, collaboration and insight.

Under the theme The Power of Disruption: Redefining Finance in a Volatile World, Day 1 featured a full suite of interactive Knowledge Stream workshops across costing, revenue, data and analytics, foundations of health finance and senior leadership. Each session offered practical discussion on improving financial performance, navigating digital and AI-led change, and leading with confidence in an evolving health landscape.
