THIS IS A NOTICE TO RECOGNISED CLUBS THAT ISSUES CLUB REGISTRATION LOGBOOKS TO THEIR MEMBERS.

At the Federation meeting on 26 November 2022 it was unanimously approved that, effective immediately, Clubs will no longer required to submit Logbook Return Sheets in their present form to the Treasurer of the Federation.

A Logbook Return Sheets Declaration will come in operation on 1 July 2023 which will cover logbooks issued for the current financial year .
Please refer to the Federation's website www.fhmcsa.org.au for this declaration Form.
Minutes of this meeting will be posted on the website soon.
Clubs must still keep records of logbooks issued to their members as required by the Code of Practice.
The Federation thanks all the clubs that have in the past submitted these returns, however, privacy and the current cyber security concerns have caused a rethink of our data collection.
All records kept on Internet capable devices within the Federation have been removed.
There is plenty of time before the declaration comes into effect with at least 3 meetings of the Federation in 2023 available for Clubs to discuss before coming into operation.

“Who can sign the Log Books, Who does What”

There are two distinct roles, which can filled by the one person but are two separate functions

Log Book Registrar, Club Log Book Officer they have a variety of names – the member nominated by the club to
“take all appropriate measures in the issue, management and record keeping requirements for Scheme log books (pge 8 of the code)
i.e. maintains a record of all log books issued to the members and submits a Club Log Book return to the Federation on a periodic basis.
The club needs to notify only the Federation who is the filling this role in the Club.

Log Book Validation Person, the role of this person is to validate the Log Book each membership year. The Log Book uses the wording “Authorisation Officer” this has no connection to a club’s “Authorised Person” as defined in the code. The club is not required to notify DPTI or the Federation of the appointments but need to minute the appointments.
