Important declaration from Dubai Health Authority :

"Following up on the topic of fines, please find attached the latest article published in Gulf News, where Dr Haidar Al Yousuf - Director of health funding at the DHA, has confirmed that those who do not purchase Health Insurance before 1st January 2017, will be fined upon visa renewal, as the DHA Insurance portal/member register will now be linked-up with Immigration services at the GDRFA.

Fines will be levied at AED 500 per month and will be retroactive to 30th June 2016 (the original final phase deadline) up until the visa renewal date.
