Arabtec has Dh265m in Abu Dhabi projects!
Contractor Arabtec yesterday announced Dh265 million worth of projects in Abu Dhabi, including two in the Western Region.
The deals include the Dh110 million expansion of phase seven of the Ruwais refinery, a Dh30 million contract to build a training centre for Abu Dhabi Polymers and a Dh116 million smelter project for Emirates Aluminium.
Arabtec executives were unavailable to comment yesterday, but analysts commenting on the announcement said they reflect a shifting focus of Abu Dhabi's construction away from major commercial projects and towards infrastructure and mining.
"We have been saying for a while that there will be a shift in development activity and spending away from commercial projects — offices and residential towers — to basic infrastructure, such as roads, railways and power stations," said Craig Plumb at real estate consultancy Jones Lang LaSalle. "This will definitely continue into 2012 and will inevitably lead to a refocusing of activities by (contractors)."
Arabtec's announcement came on the same day that Drake & Scull Abu Dhabi announced that it has signed a deal to perform MEP works for "an iconic government facility in Abu Dhabi", without naming either the project or the value of the deal.
The companies' statements were published on the Dubai Financial Market and Abu Dhabi Exchange websites.

Foreign Law Firms in China – 2012 Listings
Foreign law firms practicing China law, and advising clients on the same, must be registered and licensed by China’s Ministry of Justice, which also acts as the regulatory body. As of December 31, 2011, there were 208 licensed foreign law offices in China – please find the complete list below. A detailed list (in Chinese) is also provided by the Ministry of Justice on their official web site.

Contents include the name of the firm, its country of origin, the date the China license was issued, and the firm’s web site (when applicable). We recommend for legal indemnity, legal insurance, and regulatory issues that foreign companies in China only use the services of China-registered practices.

Foreign firms authorized by the Chinese Ministry of Justice have to go through a rigorous application process, including capitalization of their China offices, a strict overview of their international competencies and thorough vetting procedures including legal references as to their suitability and good standing from the regulatory body in their own country.

Overseas law firms advising on matters of China law who are not registered with the Ministry of Justice are not authorized by the Chinese regulatory authorities to do so. The consequences of this can obviously be serious, in terms of the legitimacy of advice given, legal insurance considerations and misrepresentation issues.

Citibank Permitted to Issue Credit Cards in China
U.S.-based financial services corporation Citigroup announced on Monday that it has obtained government approval to issue its own credit cards in China. It is hoped that Beijing’s recent decision indicates that the country will be more willing to open up its banking industry to foreign financial institutions in the near future.

Citigroup – operating 13 corporate bank branches and 46 consumer outlets in the world’s most populous nation – is the first Western bank authorized to issue credit cards in Mainland China. Hong Kong-based Bank of East Asia, the only other non-mainland credit card issuer in the country, was allowed to tap into the China market back in 2008.

Twenty Years Ago, Deng Changed China Forever! by annie
President Hu and Premier Wen do not enjoy the kind of near-absolute power of the late Deng Xiaoping, who was unchallenged in carrying out his reforms in the 1980s and early 1990s. It seems that until and unless [Deng's successor] Jiang Zemin steps down to let Hu and Wen wield real power, mainland China's reforms can hardly make rapid progress. Beijing's power struggle is still being played out.
