The session emphasised that protecting municipal revenue is just as important as generating it. Mr. Mahlakola outlined practical strategies to strengthen revenue protection, improve cash management, and minimise revenue leakages that undermine service delivery.

A key takeaway was his call for all municipalities to establish dedicated Revenue Protection Units to proactively identify, investigate, and address revenue losses, strengthen internal controls, and safeguard financial sustainability.

His session highlighted the critical importance of accurate, reliable, and well-governed asset data as the foundation of effective municipal asset management. He further demonstrated how integrated systems, Geographic Information Systems (GIS), and automation can significantly enhance data quality, improve decision-making, and strengthen accountability across the asset lifecycle.

We were privileged to have CIGFARO Limpopo’s Past Chairperson, Mr. Simon Shokane, who delivered a powerful and insightful presentation on “Revenue Value Chain and Legislative Overview: MFMA, MSA, and MPRA as Drivers for Property Rates Revenue – From Customer Onboarding to Debt Recovery.”

Key insights:
1. Long-term focus: Mr. Siya Nokwe stressed that municipalities must move beyond crisis management through deliberate planning, disciplined financial management, and decisive leadership to become financially viable.
2. Unified messaging: Ms. Vhutshilo Nembudani highlighted that alignment between revenue and communications teams is critical. Inconsistent messaging to citizens weakens payment culture and accountability.
3. Trust & debt: Dr. Richard Shilenge warned that growing municipal debt reflects deeper societal challenges. Once trust in municipal systems erodes, revenue collection and service delivery collapse.
