Marriage Bureaus in the DMV are operating again - online. Most are allowing you to apply for marriage licenses especially for emergencies - deployments; pregnancies; illness, etc. However if you choose me or another non-judicial officiant to perform the wedding, we must all be physically together in the correct jurisdiction (DC, MD by county, or VA).
The article below is a little confusing on that last point.

Previously, D.C. was only issuing marriage licenses for "emergency matters."

I wonnder if they'll do this in the DMV.

New York Gov. Andrew Cuomo (D) signed an executive order Saturday allowing New Yorkers to obtain marriage licenses and perform ceremonies remotely.

Marriage License Bureaus are shut down in the DMV. In DC and MD offices are closed and they are not issuing licenses or certifying marriages. In VA circuit courts have been issuing licenses by appointment only but many are overwhelmed. Arlington tells me they will close soon.
