🏗️🏘️ WHAT’S GOING ON NEXT TO EVENSON LAUNDRY?
I’ve been getting this question A LOT lately as people see the construction activity along N. 14th Avenue. Well, here’s your answer — affordable housing is becoming a reality!
This is Phase 1 of The Avenue, an affordable housing development that will bring 39 new apartment housing units to Sturgeon Bay.
This project is supported by Low-Income Housing Tax Credits (LIHTC) awarded through WHEDA and is designed to serve households earning approximately 30%–60% of the Area Median Income. Depending on income and eligibility, some qualifying residents could see rents as low as approximately $300–$500 per month.
The City also played an important role in helping make this project possible, including:
✅ Up to $449,840 in TID incentives, paid from the new tax value created by the development — not existing tax revenue. This incentive is not paid upfront, the tax revenue generated by the property will pay for it.
✅ A $500,000 zero-interest affordable housing loan from the City, structured to be repaid through project cash flow or upon sale of the property.
✅ A requirement for the development to maintain a minimum assessed value of $2.9 million to help ensure sufficient tax increment is generated.
There’s also a plan for a retention pond on the property.
This is also just one of two major affordable housing projects moving forward in Sturgeon Bay — one on the east side and one on the west side.
Housing was one of the issues I ran for City Council to help address, and I couldn’t be happier to finally see dirt moving. Young families, seniors, teachers, healthcare workers, service-industry employees, skilled tradespeople and so many others need realistic opportunities to live in the same community where they work.
I was proud to cast a YES vote to help move this project forward.
We have a long way to go in addressing our housing shortage, but 39 new affordable homes is a pretty darn good step in the right direction! 🏠
The project is required to be completed by January 1, 2028. From what I hear it is ahead of schedule!
