This Week’s NY Policy Watch

The strongest Long Island story this week is the renewed push to change New York’s $1 million “mansion tax” threshold. On August 25, a coalition of Long Island business and real-estate organizations called on Albany to modernize it, arguing that a $1 million home on Long Island is no longer necessarily a mansion.

That is an excellent story for all three audiences because it connects taxes + housing affordability + buyers + sellers + real estate + the cost of staying on Long Island.

The basic issue is easy to explain: in Nassau and Suffolk, a buyer purchasing residential property for $1 million or more generally pays an additional 1% New York State tax on the entire purchase price. A $999,999 purchase doesn’t trigger it; at $1 million, that’s suddenly another $10,000 at closing. The threshold dates to 1989 and wasn’t indexed to inflation.

10M WATCH: Pay attention to what New York is regulating.

A group of proposals moving through the NYC Council caught attention this week.:..everything from a possible $30 minimum wage to new employment rules, purchasing mandates and changes involving policing and public spaces.

Forget the headlines for a minute.

For investors and business owners, the lesson is bigger:

- Regulation becomes an operating expense.
- Labor rules affect payroll.
- Purchasing requirements affect vendors and contracts.
- Housing and quality-of-life policies affect neighborhoods.
- Public-safety policy affects where people want to live, work and invest.

And what begins in New York City doesn’t necessarily stay in New York City.

You don’t have to agree or disagree with every proposal. But if you own businesses, employ people or invest in real estate in New York, you should be watching where policy is heading before it shows up in your numbers.

That’s part of being an investor.

New York City has proposed limiting landlords to requiring either a credit check or proof of income—but not both when screening tenants.

It’s important to note that this is only a proposal and has not become law.
