Don't worry about high interest rates! As a buyer ask your realtor if the home owner is willing to buy the rate down. They can buy it down to up to 3 years. So as an example if the rate today is 7% including APR, you would get the first year for 4%, the 2nd year 5% the 3rd year 6% with the fourth year bringing you back to 7%. If the published rates go down and you refi after 6 months (required before you can refi) the money that wasn't spent on the remainder of the buydown will go towards paying down your principle balance. This is a win win, not only for the buyer but for the seller who rather than lower the cost of his house can simply pay a seller concession,, which comes out considerably less.
