Repeal the Offset Now Illinois pays less unemployment -- sometimes nothing -- to older workers on Social Security. ONLY Illinois still enforces the Social Security offset.

Every year more than 17,600 older workers in Illinois get unemployment insurance payments that are drastically lower than what they should receive. Some unemployed older workers get ZERO. A law called the Social Security offset has been short-changing Illinois seniors since 1980. It's not fair. Employers pay the full amount into the unemployment fund for every eligible worker. They don’t pay less

for workers who are older and on Social Security. Therefore, older workers in Illinois who are on Social Security should get their full unemployment payments. But they don't. Legislation to repeal the Social Security offset law has been introduced in Springfield since 2002. Not one bill has made it to the floor of the General Assembly. But in 2009, a new effort to repeal the offset began. It was gaining so much momentum and gathering so much support that the opponents of repeal had a section inserted into a necessary 2011 budget bill that established the Social Security Retirement Pay Task Force. The sole purpose of the task force was to delay action on offset repeal for at least two to three years -- and maybe, if they were lucky, to kill it.

WE DID IT. The Illinois House unanimously passed offset repeal today. It goes to to the governor for his signature. It's OVER. As of January 3, 2016, the first day of the first reporting week of the new year, older workers in Illinois on Social Security will receive their FULL unemployment payments.

LET'S MAKE HISTORY -- We can end at least one form of age discrimination. On Wednesday, Dec. 2, 2015, the Illinois House of Representatives is supposed to vote on HB1285 to repeal the Social Security offset -- which has been denying unemployment benefits to older workers since 1980. 35 years. The Senate passed the legislation UNANIMOUSLY on Nov. 10. If it passes and the governor signs it, older workers on social security will finally receive their full unemployment benefits. Illinois is the only state that still enforces this provision. If you're a state representative, vote YES on HB1285. If you're an Illinois resident, ask you state representative to vote YES on HB1285. Not sure who your representative in Springfield is? Go to www.ilga.gov. I'm sad to report that as far as I know, nothing has changed for Illinois seniors eligible for unemployment. The governor and legislature are too busy fighting with one another to give any thought -- as usual -- to older workers. Please check back from time to time.

I'm sorry -- and angry -- to report that bills to repeal the Social Security offset never made it out of committee -- again. In spite of efforts by Rep. Kelly Cassidy and Sen. Heather Steans, Illinois is about to go into its 35th year of cheating older workers out of their unemployment benefits. We are the ONLY state that still enforces this disgusting law.
