A popular choice for consumers usually tends to be a PPO network, because it allows them the freedom to pick any doctor, specialist or hospital/clinic of their choice at any given time. Whereas, with an HMO or POS you have to receive a referral from your primary care doctor in order for you to utilize a specialist if accepted within that network.
