Mortgage rates had some small day-to-day movements in rebate pricing (the credit a lender gives toward closing costs or the points you pay to get a lower rate), but rates themselves didn’t move much, with little economic or labor market data to influence them.

A second week with no end to the shutdown expected, mortgage rates are unlikely to make any big moves. There could be some volatility Tuesday after the bond market reopens, since it was closed Monday while stocks continued trading. There will be some economic data and Fed speakers this week, but nothing that should cause any major movements.

📈 𝗪𝗵𝗮𝘁’𝘀 𝗮𝗳𝗳𝗲𝗰𝘁𝗶𝗻𝗴 𝗿𝗮𝘁𝗲𝘀 𝘁𝗵𝗶𝘀 𝘄𝗲𝗲𝗸:
- Government shutdown: Consumer inflation data that was scheduled for release this week has been postponed to Friday, October 24, but wholesale inflation data will only come out as planned if the budget impasse is resolved.
- Fed speakers:Mortgage rates currently reflect markets’ belief that the Fed will cut rates at the remaining two meetings this year. It’s unlikely that anything said by Fed members this week will change that outlook.

𝗟𝗮𝘀𝘁 𝗪𝗲𝗲𝗸'𝘀 𝗠𝗼𝗿𝘁𝗴𝗮𝗴𝗲 𝗥𝗮𝘁𝗲 𝗥𝗲𝗰𝗮𝗽: 𝗥𝗮𝘁𝗲𝘀 𝗶𝗺𝗽𝗿𝗼𝘃𝗲𝗱 👍
The government shutdown helped mortgage rates move slightly lower last week as markets increased speculation that the Fed would need to cut rates at the last two Fed meetings of the year. Due to the shutdown of several departments, there was no Bureau of Labor Statistics data for the week, including jobless claims and last Friday's big jobs report.

𝗧𝗵𝗶𝘀 𝗪𝗲𝗲𝗸'𝘀 𝗠𝗼𝗿𝘁𝗴𝗮𝗴𝗲 𝗥𝗮𝘁𝗲 𝗙𝗼𝗿𝗲𝗰𝗮𝘀𝘁: 𝗥𝗮𝘁𝗲𝘀 𝗰𝗼𝘂𝗹𝗱 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 👍
With no end to the shutdown expected this week, mortgage rates are unlikely to make any big moves. We could see them improve slightly though, as the week goes on and no resolution is reached to reopen the government.

𝗪𝗵𝗮𝘁’𝘀 𝗮𝗳𝗳𝗲𝗰𝘁𝗶𝗻𝗴 𝗿𝗮𝘁𝗲𝘀 𝘁𝗵𝗶𝘀 𝘄𝗲𝗲𝗸:
- Government shutdown: Until the shutdown is lifted, markets will not have access to many of the economic reports that typically drive direction for mortgage rates. This week would have been a light week for data anyway, but if a resolution isn't reached, the shutdown could also affect the release of next week's inflation data. Markets are currently betting a prolonged shutdown will hurt the economy, which is helping mortgage rates to improve a bit. Once a budget is passed, however, the delayed reports will be released and could cause volatility.

Mortgage rates stayed mostly unchanged, ending just a touch higher as inflation data came in as expected and nothing significant pushed rates meaningfully higher or lower.

Mortgage rates could move higher or lower this week depending on labor market data, especially Friday’s BLS jobs report. The week started off promising, with rates improving early on. But after the Fed meeting and Chair Powell’s press conference, markets reacted negatively, and mortgage rates finished the week a bit higher. Since the Fed cut had already been priced in, rates moved up when Powell signaled the Fed wouldn’t be aggressive with future cuts.

𝗧𝗵𝗶𝘀 𝗪𝗲𝗲𝗸'𝘀 𝗠𝗼𝗿𝘁𝗴𝗮𝗴𝗲 𝗥𝗮𝘁𝗲 𝗙𝗼𝗿𝗲𝗰𝗮𝘀𝘁: 𝗥𝗮𝘁𝗲𝘀 𝗰𝗼𝘂𝗹𝗱 𝗰𝗿𝗲𝗲𝗽 𝗵𝗶𝗴𝗵𝗲𝗿 👎
Mortgage rates currently reflect two more Fed cuts at the remaining meetings for 2025. But if Fed members speaking this week shake confidence in those cuts, mortgage rates could drift upward.

📈 𝗪𝗵𝗮𝘁’𝘀 𝗮𝗳𝗳𝗲𝗰𝘁𝗶𝗻𝗴 𝗿𝗮𝘁𝗲𝘀 𝘁𝗵𝗶𝘀 𝘄𝗲𝗲𝗸:
- Economic data: There isn’t much data this week to influence mortgage rates, and what little there is comes late in the week. The Fed’s favored inflation gauge, the personal consumption expenditures (PCE) index, is unlikely to surprise and isn’t expected to move mortgage rates much either way.
- Fed speakers: This week is filled with Fed members making appearances and sharing their outlook on the economy and policy. If their comments make traders doubt the expected Fed cuts, mortgage rates could creep higher.

𝗟𝗮𝘀𝘁 𝗪𝗲𝗲𝗸'𝘀 𝗠𝗼𝗿𝘁𝗴𝗮𝗴𝗲 𝗥𝗮𝘁𝗲 𝗥𝗲𝗰𝗮𝗽: 𝗥𝗮𝘁𝗲𝘀 𝘂𝗻𝗰𝗵𝗮𝗻𝗴𝗲𝗱 👍
Rates were unable to improve this week, despite wholesale inflation declining and consumer inflation coming in right where markets expected. It's still a win though when rates don't move higher.

𝗧𝗵𝗶𝘀 𝗪𝗲𝗲𝗸'𝘀 𝗠𝗼𝗿𝘁𝗴𝗮𝗴𝗲 𝗥𝗮𝘁𝗲 𝗙𝗼𝗿𝗲𝗰𝗮𝘀𝘁: 𝗥𝗮𝘁𝗲𝘀 𝗰𝗼𝘂𝗹𝗱 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 👍
Mortgage rates could move lower this week, especially if markets believe the Fed is keeping the door open to further rate cuts this year. However, rates are not likely to keep falling too far, and it is important not to chase lower rates that might not come.

𝗪𝗵𝗮𝘁’𝘀 𝗮𝗳𝗳𝗲𝗰𝘁𝗶𝗻𝗴 𝗿𝗮𝘁𝗲𝘀 𝘁𝗵𝗶𝘀 𝘄𝗲𝗲𝗸:
- The Fed: Although the Fed is expected to cut its policy rate by a quarter point at this week's Fed meeting, mortgage rates already reflect this and will not move lower when the Fed does actually cut. For rates to move lower, markets will need to anticipate deeper cuts into 2026, more than the two cuts expected at the next two Fed meetings to end the year.
- Inflation data: Last week we got the Consumer Price Index, this week we will get the Personal Consumption Expenditures (PCE) report. This is the Fed's favored gauge of inflation, and if it shows tariffs aren't pushing prices significantly higher, it could help rates improve a bit to end the week.
