Bridging the Funding Gap in South Sudan: A Call to Action

South Sudan faces a severe humanitarian crisis—9.3 million people (70% of the population) need urgent aid in 2025. Yet, only 16.6% of the $1.7 billion required has been funded. This shortfall means fewer food rations, rising malnutrition, and gaps in health and water services.

Our research team at Global Reach Advisory has been working tirelessly—attending meetings, gathering data from UNHCR South Sudan, World Food Programme United Nations OCHA South Sudan, and local partners—to provide a clear, evidence-based picture of these challenges.

The region is facing significant challenges, from armed conflicts to climate-related disasters, which have exacerbated food insecurity and displacement.

Here are some key statistics and insights for 2025:

1. Humanitarian Response: The humanitarian community in South Sudan will target 5.4 million people with assistance in 2025, at a cost of approximately $1.7 billion. This represents a strategic focus on the most acute needs, driven by shocks such as armed clashes and climatic events.

2. Refugee Crisis: Over 901,000 people have crossed into South Sudan from Sudan as of December 2024, with an additional 337,000 expected in 2025. These arrivals face extreme protection risks, including violence and gender-based abuse.

As we enter 2025, the team at Global Reach Advisory has been closely monitoring the development and funding landscape in South Sudan, and we’ve identified some critical trends and statistics that highlight both the challenges and opportunities ahead.

Current Funding Challenges.

South Sudan continues to face significant humanitarian needs, with the UNHCR reporting a funding gap of $201.4 million for 2024. Out of the $380.5 million required to address the emergency situation, only 47% has been funded so far, leaving many vulnerable communities without essential support.

The country is home to approximately 6.3 million forcibly displaced individuals, including 2.4 million internally displaced persons (IDPs) and 2.3 million refugees in neighboring countries.

Development Initiatives on the Horizon.

1. World Bank Support: A recent approval of a $15 million IDA grant aims to enhance public service capacities, a crucial step towards better governance and service delivery for citizens.

2. Empowering Women and Youth: The African Development Bank has committed over $5 million to support micro-enterprises run by young people and women, fostering economic resilience in these communities.

3. Educational Improvements: The Global Partnership for Education has mobilized an impressive $52 million in co-financing to improve educational outcomes, particularly focusing on gender-responsive planning and monitoring.
