Free from politics, interrupted by territorial limitations and countrywide in scope, the CIDG performs the following missions:
1.

To undertakethe monitoring, investigation and prosecution of all crimes involving economic sabotage and other crimes of such magnitude and extent as to indicate their commission by highly-placed professional syndicates or organizations; and,

2. To investigateall major cases involving violation of the Revised Penal Code (RPC) and to conduct operations against organized crime groups (OCGs), unless

the president assigns the case exclusively to the National Bureau of Investigation (NBI)

CIDG NABS 3 CTG MEMBERS FOR ALLEGED MURDER OF A TEACHER IN MASBATE

In compliance with the focused program thrust of the Chief of the Philippine National Police, POLICE GENERAL JOSE MELENCIO C NARTATEZ JR, particularly to sustain campaign against terrorism, the Criminal Investigation and Detection Group (CIDG) intensified its manhunt operations targeting Communist Terrorist Group (CTG) fugitives.

On May 12 to 14, 2026, the CIDG Masbate Provincial Field Unit together with the Regional Intelligence Unit 5 – Masbate Police Intelligence Team (PIT), PNP Special Action Force, Intelligence Company of Philippine Army, and territorial police units conducted a relentless and successive manhunt operation in Masbate that resulted in the arrest of three members of the Communist Terrorist Group (CTG), by virtue of Warrant of Arrest for Murder, issued by Masbate court on November 20, 2025 - with no recommended bail.

A report that reached PMGEN ROBERT AA MORICO II, stated that the arrested accused are brothers “Rex” and “Abe” and their cousin “Noy” - all male, legal age and residents of Barangay Malibas, Palanas, Masbate.

The trio are members of the Communist Terrorist Group (CTG) under the Komiteng Larangang Gerilya 1 South and Sub-Regional Committee 4 (SRC4), Bicol Regional Party Committee (BRPC), under the command of “Ka Manong” - operating in the province of Masbate. They are Regional and Provincial Most Wanted Persons, respectively, and listed in the AFP’s Periodic Status Report (PSR).

On May 12, 2026, the tracker teams captured “Abe” in Barangay San Isidro, Cataingan, Masbate. He is the Number 8 Provincial Most Wanted Person of the Masbate Provincial Police Office.

On May 13, 2026, “Rex”, the Number 3 Regional Most Wanted Person of Police Regional Office 5
was arrested by the joint units in Barangay Libtong, Cataingan, Masbate.

On May 14, 2026, the joint forces nabbed ”Noy”
in Barangay Nabangig, Palanas, Masbate. He is tagged as the Number 4 Regional Most Wanted Person of Police Regional Office 5.

As backgrounder, on July 9, 2010 in Brgy. Malibas, Palanas, Masbate, the accused, together with two others allegedly acted in conspiracy, with the use of fi****ms mercilessly shot to death a 27 year old male public school teacher while he was on his way home.

The CIDG leadership commends PCOL Oscar R Regala Jr., the Regional Chief of the CIDG Regional Field Unit 5, the CIDG Masbate Provincial Field Unit led by PLTCOL Edgar Butch A Moraleda, and joint operating units of the PNP and AFP for the remarkable intelligence-driven capture of the three fugitives - who are members of the Communist Terrorist Group (CTG).

The accomplishment underscores the Unit’s commitment in accounting and capturing all fugitives and most wanted persons wherever they hide, to help all victims attain the justice they all deserved. The arrest of the three CTG members-accused is a government’s win against terrorism.

CIDG STRIKES HAZARDOUS TIRE WAREHOUSE IN PAMPANGA: 2 CHINESE ARRESTED, PHP 9.5M EVIDENCE SEIZED

On May 14, 2026 at around 4:30 PM to 7:15 PM, the CIDG Pampanga Provincial Field Unit together with territorial police units, implemented a Search Warrant for violation of Republic Act No. 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990) in a warehouse located at Golden Sun 999 Industrial Park, Brgy. San Pablo Libutad, San Simon, Pampanga that resulted in the arrest of two Chinese nationals, and the confiscation of 3 tons of tire wire, 30 sacks of tire ash weighing 600 kilograms each, 225 pieces of whole tire, 500 kilograms of cut tires, 1 unit loader truck, 1 forklift, 1 unit oil tanker truck , 2 cooling tower machines, 2 boiler machines, 1 dust collector machine, and 1 air filter machine, with a an estimated total value of PhP 9,579,850.00.

A report that reached PMGEN Robert AA Morico II, the Director of CIDG stated that the arrested suspects “Xong,” warehouse manager and “Xing”, machine operator, both chinese national, and of legal age, were arrested while managing and working in the warehouse which is allegedly operating pyrolysis - a thermochemical decomposition process that breaks down tires by heating them to high temperatures in the complete or near-absence of oxygen.

The said warehouse has no permit, clearance, or license from the Department of Environment and Natural Resources (DENR) authorizing it to operate a pyrolysis business.

The operation stemmed from a report that the warehouse is allegedly engaged in tire pyrolysis- or the burning of tires to produce oil. The activity reportedly generated excessive smoke and dust, and foul odor posing - health risks to nearby residents and community.

The CIDG Director emphasized pursuant to Republic Act No. 6969 "Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990”, the State regulates, restricts or prohibits the importation, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk and/or injury to health or the environment.

The law ensures that the resulting toxic compounds do not pollute the environment or harm human health. Operating an unpermitted tire pyrolysis plant or improperly disposing of its hazardous toxic sludge violates Republic Act No. 6969.

pyrolysis operation, and arrest of the foreign nationals involved in the activity
This underscores the CIDG’s commitment in detecting crimes and implementing the law that protect public health and the environment.

CIDG NETS 3, SEIZES PHP 375K ALLEGED ILLEGAL CI******ES IN DAVAO DEL NORTE

On May 13, 2026 at around 10:00 PM to 1:00 AM of May 14, 2026, the CIDG Davao Del Norte Provincial Field Unit together with Tagum City Police Station conducted a law enforcement operation in Brgy. Cuambogan, Tagum City, Davao del Norte that resulted in the arrest of three male suspects; and confiscation of fifteen (15) master cases of ci******es with an estimated value of PhP 375,000.00.

A report that reached PMGEN ROBERT AA MORICO II, the Director of CIDG, stated that the arrested suspects “Cesar, Lando and Jo”, all male and of legal age were caught in the act of selling and trading of ci******es without the required graphic health warnings and Internal Revenue tax stamps- violation of Republic Act 10643 (Graphic Health Warning Law) and violation of Republic Act No. 8424 (The Tax Reform Act of 1997), respectively.

The CIDG Director emphasized that under Republic Act No. 10643 or “Graphic Health Warnings Law”, the State protects and promotes the right to health of the people and instill health consciousness among them; and protects consumers from trade malpractices and from substandard to***co products. He also reiterated that the State promotes sustainable economic growth through the rationalization of the Philippine internal revenue tax system, including tax administration, in order to improve levels of disposable income and increase economic activity.

The CIDG’s intensified operations on illicit to***co products is in compliance with the instructions of the Chief of the Philippine National Police PGEN JOSE MELENCIO C NARTATEZ JR to fight illegal cigarette nationwide.

The CIDG leadership lauds PLTCOL Ariel T Huesca, the Acting Regional Chief of the CIDG Regional Field Unit 11 and CIDG Davao Del Norte Provincial Field Unit led by its Provincial Officer- PLTCOL Rogelio B Pineda Jr for the successful crackdown on the illicit to***co products, and the apprehension of the three violators of law.

CIDG CAPTURES MEMBER OF COMMUNIST TERRORIST GROUP FOR ALLEGED MURDER IN MASBATE CITY

On May 11, 2026 at around 7:00 PM, the CIDG Masbate Provincial Field Uni together with the Masbate Police Intelligence Team (PIT) and PNP Special Action Force implemented three Warrants of Arrest for Murder- upon a member of the Communist Terrorist Group (CTG) at the Diocesan Hospital San Antonio de Padua in Masbate City. The three (3) arrest warrants for Murder were issued by Masbate City courts in 2021, 2022, and 2024, respectively, with no recommended bail.

A report that reached PMGEN Robert AA Morico II stated that the arrested accused “Ludy” male, 47 years old, married, residing in Brgy. Malinaw, Palanas, Masbate, is a member of the Communist Terrorist Group (CTG) and served as the Deputy Secretary of Sub-Regional Committee 4 (SRC4).

“Ludy” is listed in the Armed Forces of the Philippines’ (AFP) Periodic Status Report (PSR) for 2nd Quarter 2023, and tagged as Municipal Most Wanted Person of the Milagros Municipal Police Station of Masbate Provincial Police Office.

On May 10, 2026 at around 10:40 AM, while troops from the Philippine Army were conducting internal security operations at the vicinity of Brgy. Miabas, Palanas, Masbate, they encountered more or less five members of Communist Terrorist Group (CTG) led by “Ludy”, the firefight ensued and lasted for about five (5) minutes, after which the enemy scattered and flee in different directions.

The AFP and PNP units intensified its monitoring and pursuit operations on the fleeing CTG members operations; and coordinated with hospitals and clinics for patients with gunshot wounds. Eventually, the CIDG Masbate Provincial Field Unit and the joint operating Teams, found “Ludy” in Diocesan Hospital San Antonio de Padua, where he was served with the three (3) arrest warrants for Murder which he allegedly committed on April 4, 2018 in Brgy. Panan-Awan, Masbate City - shooting to death a member of the Civilian Armed Forces Geographical Unit (CAFGU); on September 11, 2018 in Brgy. Roosevelt, Masbate City- for allegedly shooting and killing the former Barangay Captain of Roosevelt, Masbate City; and on June 17, 2020 in Brgy. Mahayahay, Placer, Masbate- for opening heavy fire that cause the instantaneous death of three victims- at once.

The CIDG’s intensified manhunt operation is in compliance with the focused program thrust of the Chief of the Philippine National Police, POLICE GENERAL JOSE MELENCIO C NARTATEZ JR, particularly campaign against terrorism.

CIDG DENIES ISSUANCE OF NEW SUBPOENA AGAINST SENATOR RONALD “BATO” DELA ROSA

The Philippine National Police - Criminal Investigation and Detection Group (PNP-CIDG) vehemently denies circulating reports claiming that it has announced the issuance of a new subpoena against Senator Ronald "Bato" Dela Rosa.

The CIDG clarifies that there is no truth to the allegation that a new directive, announcement, or enforcement timeline has been authorized following the official recall of the initial subpoena.

The CIDG strongly appeals to everyone to cease the dissemination of unverified information that distorts standard administrative protocols and compromises institutional relationships.

The CIDG stands firm in its commitment to truth, justice, and the rule of law.

CIDG COLLARS 2 ALLEGED GUNRUNNERS, SEIZES 4 LOOSE FI****MS IN DAVAO DE ORO

In compliance with the focused program thrust of the Chief of the Philippine National Police, PLTGEN JOSE MELENCIO C NARTATEZ JR., to sustain the campaign against loose fi****ms, the Criminal Investigation and Detection Group (CIDG) intensified its OPLAN PAGLALANSAG OMEGA- operation against loose fi****ms nationwide.

On January 25, 2026 at around 1:21 PM, the CIDG Davao del Norte Provincial Field Unit, together with PNP Special Action Force and territorial police units conducted a buy-bust operation for violation of Republic Act No. 10591 (Comprehensive Fi****ms and Ammunition Regulation Act) at Barangay Tambongon, Pantukan, Davao de Oro, that resulted in the arrest of two male suspects and the confiscation of four loose fi****ms- one light weapon—caliber 5.56 Hydra-Matic M16A1 rifle, and three units of caliber 45 pistol (Re*****on, STI Cat Custom, and C**t MK IV), assorted magazines and live ammunition. A government issued vehicle used by the suspects to transport the items was also seized during the operation.

A report that reached PMGEN ROBERT AA MORICO II, the Director of CIDG, stated that the arrested suspects “ Rico” and “Rudy” - both male and legal age, residents of Barangay La Union, San Isidro, Davao Oriental were caught while allegedly trading and delivering the four units of fi****ms- valued at PhP 280,000.00, without permit, license or authority to own, possess, or trade the said items. The suspects are allegedly involved in gunrunning activities operating in Davao Oriental, Davao de Oro, and Davao del Norte.

The CIDG leadership commends PLTCOL Ariel T Huesca, the Acting Chief of the CIDG Regional Field Unit 11 and the CIDG Davao Del Norte Provincial Field Unit, led by PLTCOL Rogelio B Pineda Jr., for the apprehension of the alleged gunrunners, and the confiscation of four loose fi****ms at once. This accomplishment underscores the Unit’s commitment in preventing crimes by removing from circulation the very instruments of killing and violence.

The CIDG assures the public that it is resolute in accounting and confiscating all unlicensed fi****ms, and unyielding to all gunrunners and gun-for-hire criminals across the country. The CIDG is relentless, the CIDG is dauntless.

In line with the commitment of the CIDG to deliver the best police service to the public, the Group initiated a more focused Police Operations which serve as the Group’s Priority Thrusts in achieving its mission. These Priority Thrusts consisting of Oplan Salikop, Oplan Paglalansag Omega, and Oplan Pagtugis provide the direction on the utilization of its resources to the optimum level responsive to the present Peace and Order situation of the country. Other Anti-Criminality Campaign such as Oplan Bolilyo, Oplan Sagip Anghel, Oplan Megashopper, and other Law Enforcement Activities are likewise given equal importance in the attainment of the goal of the PNP for a safe and economically sound community.

These numbers present the operational accomplishments of the CIDG from January 1 to 31, 2025, consistent with the Program Thrusts of the PNP and in accordance with its mandate.
