ABUID (+) in response to the increasing demand for quality training among Filipino seafarers. PSTC was officially registered with the Securities and Exchange Commission (SEC) n March 18, 1983 and was subsequently licensed and authorized by the Maritime Training Council (MTC) to offer training courses in accordance with formulated national Conventions and recommendations, promulgated by IMO and ILO

for seafarers. The offices and training facilities of PSTC are presently located at 938 Arlegui St., Quiapo, Manila. The sites for practical exercises and training on Basic Safety Courses, Proficiency in survival Craft and Rescue Boat are located in Barangay Real, Calamba and Barangay Tadlac, Los Baรฑos in Laguna. In view of the issuance of Memorandum Circular No. 129 dated 18 August 2026 by the Office of the President, and in anticipation of the continued heavy rainfall associated with the enhanced Southwest Monsoon which poses risks of localized flooding and travel hazards, the Shipping Division of MARINA-NCR located at the Trium Square Building, Pasay City will implement a work-from-home arrangement on 19 August 2026.

Stakeholders with applications concerning Domestic Shipping, Safety, and Shipyard are advised to utilize the MARINA BEST Online Platform and the official MARINA-NCR e-mail ([email protected]) for their transactions.

To ensure continuous support for seafarers with immediate deployment requirements, the issuance of CERTIFICATIONS to seafarers applying for expedite applications will remain available at the following locations:

- MARINA-NCR Office in Trium Square Building, Pasay City; and,
- MARINA Processing Center located at the Department of Migrant Workers (DMW), Blas F. Ople Building, Ortigas Avenue corner EDSA, Mandaluyong City.

Please be informed further that the processing of Seafarerโ€™s Record Book (SRB) and Seafarerโ€™s Identity Document (SID) nationwide remains temporarily suspended. Affected applicants are requested to await further announcements regarding the resumption of normal operations.

EXTENSION OF THE VALIDITY OF PHILIPPINE-ISSUED STCW CERTIFICATES OF SEAFARERS ONBOARD SHIPS AFFECTED BY THE ESCALATING CRISIS IN THE BLACK SEA AND SEA OF AZOV

The Maritime Industry Authority (MARINA) informs the maritime industry of a 3-month validity extension for qualified MARINA-issued Certificates of Competency (COC) and Certificates of Proficiency (COP) of Filipino seafarers affected by the prevailing security situation in the Black Sea and Sea of Azov.

Who is covered?

Filipino seafarers who remain onboard or are unable to disembark from affected ships, including those stranded after disembarkation due to the prevailing security situation.

What is covered?

MARINA-issued COCs and COPs that have expired or will expire on ๐Ÿฏ๐Ÿญ ๐—ข๐—ฐ๐˜๐—ผ๐—ฏ๐—ฒ๐—ฟ ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ, while the seafarer remains onboard ships operating in or affected by the crisis.

Important: The extension applies only to qualified seafarers whose disembarkation has been prevented or delayed due to the prevailing security situation

For shipping companies, shipowners, and LMAs, the necessary documents and records, including Ports of Call, must be submitted to MARINA to substantiate the affected seafarerโ€™s circumstances.
