Applications for the 2027 DOST-SEI Undergraduate Scholarships are set to open today, August 17, 2026.

The program is open to qualified Grade 12 students graduating in SY 2026–2027. All STEM students may apply, while non-STEM students must belong to the top 5% of their graduating class.

Successful scholars may receive an ₱8,000 monthly living allowance, tuition assistance of up to ₱40,000 per academic year for scholars studying in private institutions, learning materials and connectivity allowance, transportation assistance, and other scholarship benefits.

He had been chasing this shot since 2017. Weather ruined it four times. On the sixth try, he finally got it.

Italian photographer Valerio Minato spent six years trying to capture a photo he had been envisioning for a long time. He first spotted the potential in 2017 while exploring the hills north of Turin, near the villages of Castagneto Po and San Raffaele Cimena. From that specific vantage point, the Basilica of Superga and Monviso, the highest mountain in the Cottian Alps, lined up perfectly.

But Minato wanted more than just a mountain and a basilica. He wanted to include the moon in the frame. He studied the moon's phases and positions, marking potential dates on his calendar and waiting for the right moment. Over the years, he made six attempts. Four of them were ruined by bad weather. On one attempt in June 2022, the alignment worked, but from a higher spot, which gave him a broader perspective that was not quite what he had in mind. The sixth try was the charm.

On December 15, 2023, at 6:52 PM, Minato was perched in Castagneto Po with his Canon R5 and a 500mm lens. The crescent moon began to touch the left side of Monviso exactly where he expected. The alignment lasted only a fraction of a second. He said he was shaking with joy and excitement during the shot. If he had pressed the shutter a second too early or too late, the alignment would have been off.

The photo captured more than just the crescent. The long exposure also picked up the da Vinci glow, also known as earthshine, which is sunlight reflected from Earth onto the shadowed part of the moon. That glow gave the moon a silvery, ethereal appearance. The image was so remarkable that NASA selected it as its Astronomy Picture of the Day on Christmas Day 2023.

Minato said it was the fulfillment of a dream. And after six years of planning and waiting, he finally had it.
