The Bureau of Customs (BOC) has issued a memorandum enforcing stricter inspection procedures for high-risk shipments and re**er containers.

📌 LEGAL BASIS:
✔️ CMO No. 33-2002
✔️ CMO No. 21-2020 (Enhanced Cargo Selectivity System)
✔️ OCOM Memo No. 179-2020 (Orange Lane Implementation)
✔️ CMO No. 04-2020 (E-TRACC System)
✔️ BOC Memorandum dated March 9, 2026

🔍 KEY HIGHLIGHTS

🔴 RED-TAGGED SHIPMENTS
• Subject to 100% physical examination
• Mandatory x-ray scanning
• Applies regardless of importer profile

❄️ RE**ER CONTAINERS
• Subject to first border inspection
• Strict monitoring under E-TRACC

📡 E-TRACC SYSTEM
• May allow exemption from full inspection if compliant
• Any alert = automatic inspection
