The Department of Public Works and Highways has started preliminary work on the โฑ320-billion Phase 2 of the Laguna Lakeshore Road Network (LLRN), one of the country's largest planned infrastructure projects. The project is designed to improve transportation connectivity around Laguna de Bay while helping address flooding and traffic congestion in rapidly growing areas south of Metro Manila.
The Laguna Lakeshore Road Network is envisioned as a climate-resilient expressway system that will run along sections of Laguna Lake's shoreline. Beyond improving mobility, the project aims to strengthen flood protection and support economic development in the CALABARZON region, one of the country's most important industrial and population centers.
Phase 2 follows earlier planning and feasibility studies conducted by DPWH and its development partners. According to project documents, the broader LLRN program is intended to create a major transport corridor connecting communities around the lake while reducing travel times and improving regional logistics.
Previous phases of the project include elevated viaducts, embankments, bridges, and interchanges designed to withstand climate-related hazards such as flooding and extreme weather. Phase 1 alone includes major shoreline infrastructure connecting parts of southern Metro Manila and Laguna.
In Civil Engineering and Transportation Engineering, projects such as the LLRN are considered strategic investments because they improve mobility, support economic activity, and increase resilience against natural hazards.
As construction preparations move forward, environmental and social impact considerations, including shoreline management and community impacts, are expected to remain important components of project implementation.
The Laguna Lakeshore Road Network is among the most ambitious transport projects currently under development in the Philippines and is expected to play a significant role in shaping mobility and economic activity around Laguna Lake for decades to come.
