The government of Liberia, through the Civil Service Agency in Collaboration with the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA) have partnered with Commercial Banks and selected vendors to operate the Legal Power of Attorney (LPA) Scheme.
The scheme is designed to provide affordable credit opportunities for employees to acquire properties and items such as building materials, electronics, furniture, etc, to enhance their livelihoods without severe financial burden.
Under the scheme, only legitimate GoL employees are permitted to credit items from approved vendors with no down payment required.
All credits acquired by employees are paid by the banks at the end of each month.
Remittance is made to the banks through salary deduction over a period of six months. An employee credit limit is set at one-third of the employee's total monthly net earnings.
The scheme is managed by the Welfare Division at the Civil Service Agency and currently enrolled are the following institutions:
1. Civil Service Agency
2. Ministry of Finance
3. Ministry of Foreign Affairs
4. Liberia Institute of Public Administration
5. Ministry of Labor
6. General Service Agency
7. Ministry of Youth and Sports
8. Ministry of Gender
9. Ministry of Agriculture
LPA approved vendors are as follows:
1. CEMENCO--Japanese Highway/ Freeport
2. City Builders--ELWA Junction
3. Home City--7th Street, Sinkor
4. JMART------Down Randall Street
5. Naresh Brothers-- ELWA Junction
6. Samsung---Down Randall street ( Adjacent old Ecobank branch)
The Scheme was launched on August 11, 2021 and began fully operational in April 2022.
