Border Management Programme in Central Asia

Border Management Programme in Central Asia BOMCA is the flagship and the largest EU-funded Programme in Central Asia. Geographically, the project covers all five countries of Central Asia.

Its current 10th phase (BOMCA 10) has started on April 1, 2021 for the period of 54 months with the budget of 21.65 million euros. BOMCA 10 is implemented by the consortium of border management institutions of the selected EU MSs and International Centre for Migration Policy Development (ICMPD) led by the State Border Guard of the Republic of Latvia. The Programme aims to enhance security, stabili

ty and sustainable growth in the region, while supporting cross-border cooperation and improving living conditions for people in the border areas of Central Asia. Thematically, BOMCA 10 covers four components: institutional development of border management agencies, improvement of detection capacities, trade facilitation, and improvement of cross-border cooperation. This page was created and maintained with the financial support of the European Union. Its contents are the sole responsibility of the BOMCA 10 consortium of implementing partners and do not necessarily reflect the views of the European Union.

🇪🇺🤝🇰🇿 On 29 September, BOMCA 10 handed over advanced technical equipment to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan valued at EUR 47,800.

🛃 The new equipment, which includes chest-mounted video recorders with docking stations and modern communication devices, will strengthen the Committee’s capacity to carry out effective customs control and the detection and monitoring of dual-use goods.

🇬🇧🤝 🇳🇱🤝🇪🇺 This handover is a logical continuation of the large-scale project jointly supported by the Embassies of the United Kingdom and the Netherlands, together with the EU-funded BOMCA 10, and implemented by the United Nations Development Programme in Kazakhstan at the request of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

🛃 Новое оборудование, включающее нагрудные видеорегистраторы с зарядными станциями и современные средства связи, укрепит потенциал Комитета в сфере эффективного таможенного контроля и выявление и мониторинг товаров двойного назначения.

🇪🇺🤝🇰🇿 On 29 September in Astana, BOMCA 10 handed over specialised technical equipment to the Agency of Finance Monitoring of the Republic of Kazakhstan valued at EUR 9,600.

✅ The new equipment including a unified forensic suitcase, an unmanned aerial vehicle (drone), an endoscope, a monocular and drug testing devices will strengthen the Agency’s capacity to investigate and counter cross-border crimes.

⏩️ In 2024, the Programme and the AFM Training Centre signed a memorandum of cooperation. This support builds on long-standing cooperation between BOMCA 10 and the AFM.

✅ Новый комплект оборудования, включающий унифицированный криминалистический чемодан, беспилотный летательный аппарат (дрон), эндоскоп, монокуляр и тестеры для выявления различных видов наркотических средств, укрепит потенциал Агентства в расследовании и противодействии трансграничной преступности.

⏩️В 2024 году БОМКА 10 и Учебный центр АФМ подписали меморандум о сотрудничестве. Данная поддержка является продолжением многолетнего сотрудничества Программы и АФМ.

🇪🇺🤝🇹🇯 On 29 September in Dushanbe, handed over two advanced portable X-ray scanners to the Customs Service under the Government of the Republic of Tajikistan, valued at EUR 175,678.71.

⏩️ The Rapiscan MINI Z scanners operate using Z Backscatter technology, a powerful tool for detecting dangerous and prohibited items.

✅Compact and fully autonomous, these handheld devices require no setup or replacement parts - simply turn them on, and they are ready for use.

⏩️Сканеры Rapiscan MINI Z используют технологию отраженного рассеяния, которая позволяет эффективно обнаруживать опасные и запрещенные предметы.

✅ Эти компактные и полностью автономные устройства не требуют настройки или замены расходных материалов - достаточно просто включить их, и они готовы к работе.

🇪🇺🤝🇹🇲 On 23 September, handed over modern IT and classroom equipment to the State Veterinary Service under the Ministry of Agriculture of Turkmenistan valued at EUR 9,756.23.

✅The new equipment includes desktop computers, a laptop, monitors, a printer, a TV with stand, a conference camera with microphone, a wireless presenter, air-conditioning and heating units and full classroom furniture.

🔹 The support will establish a fully equipped training room to strengthen the professional capacity of veterinary personnel and host regular courses, seminars and short modules, while providing a platform to introduce new approaches aligned with international standards.

🇪🇺🤝🇹🇲 23 сентября в Ашхабаде #БОМКА10 передала современное ИТ и учебное оборудование Государственной ветеринарной службе Министерства сельского хозяйства Туркменистана на сумму 9, 756.23 евро.

✅Переданное оборудование включает персональные компьютеры и ноутбук, мониторы, принтер, телевизор с подставкой, конференц-камеру с микрофоном, беспроводной пульт, кондиционер, обогреватели и полный комплект учебной мебели.

🔹 Данное оборудование позволит создать полностью оснащённый учебный кабинет для повышения квалификации специалистов. Здесь будут проходить регулярные курсы, семинары и краткосрочные модули, а также внедряться современные практики, соответствующие международным стандартам.

🇪🇺🤝🇹🇲 On 22 September, handed over IT and laboratory equipment to the State Service on Plant Quarantine under the Ministry of Agriculture of Turkmenistan valued at EUR 17, 598.68.

🔹The provided equipment comprises 💻 20 desktop computers and 🖥️ 20 monitors for regional departments and border posts, 🖨️ 8 monochrome laser printers, 🖨️ 1 colour inkjet printer, 📱4 tablets to verify consignments against documents submitted via the Single Window platform, and 🔬6 digital microscopes to be deployed at the country’s main border crossing points for faster, evidence-based decisions.

✅ This support will accelerate the Service’s digital transformation, enable the roll-out of an internal electronic document-management system, and strengthen day-to-day operations at priority border locations.

🔹Предоставленное оборудование включает 💻 20 персональных компьютеров и 🖥️ 20 мониторов для региональных подразделений и пограничных пунктов, 🖨️ 8 лазерных принтеров, 🖨️ 1 цветной принтер, 📱4 планшета для проверки соответствия грузов документам, поданным через платформу “Единое окно для экспортно-импортных операций”, а также 🔬 6 цифровых микроскопов, которые будут размещены на основных пунктах пропуска для более быстрых, основанных на данных решений.

✅ Оказанная поддержка ускорит цифровизацию Cлужбы, обеспечит внедрение внутреннего электронного документооборота и повысит эффективность ежедневной работы на приоритетных участках границы.

✨ Can local entrepreneurship turn tradition into opportunity in border areas? ⏩️ Ataniyaz Dzhumaev, a beekeeper from the Gyorogly district of Dashoguz province of Turkmenistan, shows how beekeeping can foster local development.

🔸 After trainings by the Union of Economists of Turkmenistan under the EU-funded BOMCA 10 programme in Dashoguz and Lebap, he learned the essentials of entrepreneurship and online marketing – skills that helped him broaden local market outlets and boost sales by 30%.

🇹🇲🤝🇺🇿 Ataniyaz plans to expand product distribution across Turkmenistan and enter the Uzbek market while continuing to share know-how within the community.

🔹 Ataniyaz’s story shows how targeted training and regional connections can turn practical skills into sustainable livelihoods – strengthening families and communities in remote border districts.

✨ #ИсторияВлияния Может ли местное предпринимательство стать источником новых возможностей в приграничных районах? ⏩️ Житель этрапа Гороглы Дашогузского велаята Туркменистана, пчеловод Атанияз Джумаев, показывает, как ремесло может способствовать развитию сообщества.

🇪🇺🤝🇰🇬 On 18 September 2025, a meeting was held at the Ministry of Foreign Affairs of the Kyrgyz Republic between Ambassador-at-Large of the MFA of the Kyrgyz Republic, Mr. Bolot Otunbaev, and the Regional Manager of the BOMCA-10 Programme in Central Asia, Mr. Māris Domiņš

⏩️ The parties discussed the completion of the 10th phase of the BOMCA Programme and the prospects for launching the next stage. Ambassador Otunbaev expressed gratitude for the work carried out within the 10th phase of the Programme and underlined the importance of further cooperation for the effective implementation of new projects.

✅ At the conclusion of the meeting, Mr. Domins presented letters of appreciation to the Ministry of Foreign Affairs of the Kyrgyz Republic as well as personally to Ambassador-at-Large Mr. Otunbaev, for fruitful cooperation and contribution to the development of the partnership.

🤳✨The online exhibition “Outstanding Women Shaping Central Asia” came to life at the BOMCA 10 Regional Closing Conference on 5 September in Kyrgyzstan.

🚀 Launched in 2023, the initiative has collected 45 stories of female civil servants, law enforcement officers and NGO activists- showcasing their leadership, innovation and competence in strengthening border management, regional and cross-border cooperation and community development.

✅ The gallery displayed portraits and women stories to more than 130 representatives of Central Asian governments, the EU embassies, international organisations and BOMCA thematic and Associated partners.

🔸BOMCA 10 and Component 4 thank all women who took part in the exhibition for their dedication and professional achievements. Their journeys are inspiring the next generation of professionals across Central Asia.

🤳✨ Онлайн-выставка «Выдающиеся женщины, формирующие Центральную Азию» была представлена на Региональной заключительной конференции Программы БОМКА 10, которая прошла 5 сентября в Кыргызстане.

🚀 С момента запуска в 2023 году инициатива собрала 45 историй женщин- государственных служащих, сотрудниц правоохранительных органов и активных деятелей НПО, продемонстрировавших их лидерство, инновации и компетентность в сфере управления границами, регионального и трансграничного сотрудничества и развития сообществ.

✅ На офлайн-выставке портреты представленных женщин были продемонстрированы более чем 130 представителям правительств стран Центральной Азии, ЕС, посольств, международных организаций, а также тематическим и ассоциированным партнёрам БОМКА.
