Busia County- National Affirmative Action Fund Busia County NGAAF seeks to expand access to financial facilities and empowerment services to affirmative action groups in both constituency and county levels.

Busia County-National Government Affirmative Action Fund. The national affirmative action fund was enacted through legal notice No.24 of the Public Finance Management act, 2012 and published on 13th February, 20143. The fund was established with the primary objective of empowering the Affirmation action groups at grass root level which would therefore enhance economic growth towards the realizatio

n of vision 2030. The fund seeks to expand access to financial facilities and empowerment services to affirmative action groups in both constituency and county levels. It also provides an avenue for promotion of Value Addition and Enterprise initiative.

"SECOND CHANCE" INITIATIVE PROGRAMME"
The initiative is called "Second Chance" because the girls are getting a second chance to go back to school and achieve their dreams. We are getting a lot of requests but with the limited funds we are doing the best we can to take back as many as possibly possible. This programme is not for girls only but boys who could have also dropped out of school for various reasons. I encourage them to come and go back to school.

The introduction of National Government Affirmative Action Fund as limited as it is, has come in handy and the number of school drop outs who are supported has gone up. In 2016 through NGAAF we took back to school 89 girls and in 2017 we have now taken in a bigger number of 241 girls and 2 boys from all over the county. These are an amazing group of girls who clearly got pregnant or who dropped school but had the serious intention of schooling. They overcame the stigma of going back to school and they are doing very well and with amazing results.

NGAAF BUSIA ALSO HAS NUMEROUS VALUE ADDITION GROUP PROJECTS.

Through NGAAF we have been able to quickly come up with initiatives that economically empower affirmative groups by supporting them in their own various requests (provided they are allowed in the regulations). The requests are done in the form of proposals which are put together by the group supported by the County Committee and then taken to Nairobi for approval by the NGAAF National Board. Most of the groups have come up with innovative ideas that will quickly empower them and give them some financial muscle. Most of the groups that sent in their requests have already gotten support and most of them had for example requested for catering equipment, bee keeping, brick making machine (makiga), fish farming (fish cages), goat and pig rearing, poultry, plastic chairs, tents, greenhouse, table banking, public address, posho mills, computer cyber, car wash machines, Power saw and video camera support. Through this support by the office the groups quickly plough in the money back to the group and they are slowly but surely economically empowering themselves. The first criteria however is the group should be having an active table banking in place. Over 200 groups have been supported to date.

In 2016, we supported some HHS in AngengaNanguba Ward with 200 Iron sheets,blankets and assorted foodstuffs when they were hit by strong winds.
In 2017,Mama Florence recently supported Tingolo Primary School, with iron sheets after the roof was blown away by strong winds.

SACCO.
BUILDING CAPACITY FOR BUSIA COUNTY CO-OPERATIVE MOVEMENT

The Busia County National Government Affirmative Action Fund committee believes that for a Sacco to be visionary and well equipped it must have the required skills and knowledge to provide the guidance and direction needed. Hence ensure that as many as possible Sacco’s are trained so that they survive and positively impact on the community as a whole.

In 2016 we did capacity building for 14 Sacco’s. We supported targeted approved Sacco’s to increase their capital base in order to loan their members as a revolving fund.

16 Sacco received 200,000 each revolving fund top up.

FOOD SECURITY PROGRAMMES;

Greenhouse Project:
The Green House project kicked off in September 2013 and its main aim was to help meet the needs of some of the women and youth groups involved in the project in the Community. The Green House will help in boosting food production by improving food security but also be a source of sustainable income generation for the various groups. The Groups are fully involved from the start and are well trained to ensure that full profitability is achieved. We have so far distributed 27 Green Houses across the County. Many have been successful and are regularly monitored.
Maize Seed / Jembe/ Fertilizer Support:

Through a personal initiative because of my interest in issues Agriculture, I distribute maize seeds to Affirmative groups. In 2017, I managed to get 2500 packets of certified seed and distributed accordingly.
I have, through the Ministry of Agriculture managed to set up two fertilizer depots. One in ButulaConstituency Marachi East Ward and the other one in Nambale. We need to ensure our people can easily access certified seeds and fertilizer and at subsidized prices. Food security is a National and County Government functions but in my own limited way I am also chipping in through the above support.
