Afsana Group investment side for Jaika signs investment agreement with Bangladesh SEZ Ltd.!

The Japan International Cooperation Agency (JICA) signed an investment agreement with Bangladesh SEZ Ltd. (BSEZL) on 1st August 2022 in Tokyo, Japan. BSEZL is a development company whose major shareholders are Sumitomo Corporation and the Bangladesh Economic Zones Authority (BEZA), established for the purpose of developing, selling, and operating the "Bangladesh Special Economic Zone (BSEZ)". BSEZ is the first special economic zone developed by a Japanese company in the nation.
JICA has been supporting the development of the BSEZ in a variety of ways, including improvement of physical the infrastructure around the BSEZ (roads, electricity, gas, etc.) through the provision of Japanese ODA loans, and supporting the establishment of a one-stop service system through technical cooperation.
Established in 2019 as a joint venture between Sumitomo Corporation and BEZA, the BSEZL is developing industrial land plots in Araihazar, Narayanganj, with the expectation that many Japanese companies, mainly in the manufacturing industry, will expand their business into the economic zone. BSEZL commenced sales of such land at the end of March 2022 and is going to open in the end of 2022. The development and sale of the BSEZ will support Bangladesh's industrial modernization and diversification!

35 new bridges opened to Traffic!--Western Bangladesh Bridge Improvement Project

On Oct. 21st 2021, 35 new bridges in Rangpur and Rajshahi zones under Western Bangladesh Bridge Improvement Project were inaugurated through an online ceremony attended by Mr. Obaidul Quader, Honorable Minister of Ministry of Road Transport and Bridges, H.E. Mr. Naoki Ito, Ambassador of Embassy of Japan, Mr. Nazrul Islam, Secretary of Road Transport and Highways Division, Mr. Abdus Sabur, Chief Engineer of Roads and Highways Department and Mr. Yuho Hayakawa, Chief Representative of JICA Bangladesh Office, and Consultants and Contractors.

With the inauguration of the 35 bridges, 61 out of total 82 bridges under this Project, financed with Japanese ODA Loan, are now officially opened to traffic. Those bridges will facilitate connectivity among major cities, Ports, EPZs and Economic Zones (EZs) by reducing overall travel time and cost.

This Project is another good practice of collaboration between Bangladeshi and Japanese engineers and professionals because they have worked together to overcome challenges and obstacles under the rampant Covid 19 spread. It is also remarkable that 11 out of the 35 bridges, for the first time in Bangladesh, has adopted cutting-edge technology “weathering steel material” to ensure longer-term sustainability and lower operation and maintenance cost. Two Japanese companies, JFE Engineering Corporation and Komai Haltec Inc., have participated the Project for the application of weathering steel.

A lot of trainees and scholars from developing countries have participated in the JICA Knowledge Co-Creation Program (KCCP) and other , which aim to foster leaders who will take responsibility for the future and prosperity of their countries.

After going back to each home country, they improve themselves together as part of JICA Alumni Association and play key roles in each field using the network.

【Certification Ceremony for Long-Term-Training-Participants】

We are pleased to share that 9 participants who joined JICA Long-Term-Training programs completed all the course requirements and will return to respective countries. They received their Doctor/Master degrees from universities in Japan. Even though they had difficult time especially in last year due to COVID-19, they have achieved their goals and we are proud of them. We hope they will utilize what they have learnt in Japan and be a bridge between Japan and each countries. Congratulations all!!

 日本の大学の博士課程/修士課程において学位を取得する長期研修プログラムに参加していた9名の長期研修員が、研修を終え帰国します。新型コロナウィルス感染拡大の影響で、予定通り研究が進まず辛い時期を過ごした研修員もいましたが、無事に学位を取得でき、晴れ晴れとした表情でした。今後、それぞれの国に帰国し、日本で学んだことを母国へと還元し、日本との懸け橋になってくれることを期待しています。修了おめでとう!!

Development Assistance in a Global Context
Japan and other developed countries, along with international development cooperation agencies, have increased their efforts to address poverty reduction under the framework of the Millennium Development Goals (MDGs) until 2015. While some goals are left unachieved, such as reduction of the under-five mortality rate and maternal mortality ratio, many developing countries have made remarkable progress in poverty reduction, as can be seen in the reduced poverty rate, and the higher Human Development Index.

To follow up on these efforts, "the 2030 Agenda for Sustainable Development", which sets forth "the Sustainable Development Goals (SDGs)" as guidelines to realize sustainable society, was adopted at the United Nations Summit in September 2015. While SDGs play due efforts towards unfinished business of MDGs, it also calls for actions to tackle new issues that were not subject to the MDGs, such as economy and jobs, expansion of disparities, climate change and natural disasters.

Meanwhile, SDG Goal 17 and Addis Ababa Action Agenda (AAAA), both of which set down the the means to achieve "the 2030 Agenda", also calls for for actions by all countries, not only developing countries, but also developed countries, and emphasizes the importance of cooperation by all parties involved, against the backdrop of the increasing roles of private corporations and civil society.

It is estimated that the developing world will need trillions of dollars annually to achieve the SDGs, which also cover new and emerging issues such as the climate change. As the percentage of ODA in the total financial flows to developing countries declines in relative terms, it is more and more important to mobilize and increase their own domestic resources as well as various external resources, including private investment for development purposes by maximizing ODA's role as catalyst. The OECD's Development Assistance Committee (OECD/DAC) is now discussing ways to modernize its methodologies to better capture various kinds of financing for development, for the first time in about forty years.

With regard to the quest for aid effectiveness that was started in the early 2000s, the Global Partnership for Effective Development Co-operation (GPEDC) was established at the Fourth High Level Forum on Aid Effectiveness in Busan, Republic of Korea, in 2011. The discussions are ongoing with a focus on enhancement of the effects of even broader development cooperation with the involvement of civil society, the private sector, and South-South cooperation.

It is essential to constantly follow trends or changes in global development landscape, and to strengthen its ability to deliver its voice and contribute to international discussions. Furthermore, stronger efforts should be made to promote field level collaboration with other development partners.
