What is this connection and why 🤔 is the bank 🏦 facing regulatory lens 🧐 from middle East also?

Carlisle AMC, based out of Luxembourg offered high interest bonds which were sold to this banks High Networth Clients across Dubai. This happened in 2017 to 2019.

Redemptions were frozen 🥶🥶due to Covid issues. The AMC could not pay what they had assured to its clients which in any way above the ceiling bond return.

Come 2025
DFSA-Dubai Financial Regulator, barred this biggest Bank from opening new accounts.

Matter has reached PMO's office as amount is big, case of fraudulent sales & absolutely hopeless compliance management.
