Independence Day Celebration in Mumbai.

"Rekindling the Spirit and Significance of 15th August"

With the continuing support and collaboration of the Government of Maharashtra, Bombay First has been able to embark on a series of initiatives.

At the Empowered Committee meeting held last week, when several initiatives for the benefit of the citizens of Mumbai were discussed/reviewed, it was also felt that it is important to engage with the citizens and renew the sense of belonging.

As a first step, it was decided to launch this new phase in the life of the average Mumbaikar to reignite the spirit and significance of our Independence Day, August 15th. Several ideas have been mooted to cut across all sections of society e.g. at the initiative of the Government and the BMC, physically challenged children will be invited to a movie Ice Age 2 at theatres across the city on 15th August. It will be a nice day out for a section of our citizenry.

The State Government will be hoisting the tricolor at its buildings and illuminating as many of these buildings in tricolor lights on August 14th and 15th.

Flag Hoisting and Illuminations
It is recommended that Corporate Houses do the same requesting their employees to attend the flag hoisting preferably on August 15th morning. If corporate buildings can also be illuminated, it will add to the spirit of Independence.

Similarly housing societies can also arrange for flag hoisting and appropriate illuminations.

Other Illuminations
It was also decided that it is important to illuminate special landmarks of the city
- The Sea-Link
- The Gateway of India
- BMC and MMRDA
- Western and Central Railway Head Quarters
- Police Head Quarters
- Head Offices of major Corporates that are located in the city

Illumination of other landmark buildings like Rajabai Tower, High Court, Mumbai University Head Quarters should also be undertaken.

Decorating the Round Abouts
Corporate sponsors across the city are requested to illuminate/decorate the round abouts they sponsor in the tricolors.

Compound Walls and Footpaths
ALMs, Ward Offices, Corporates, Housing Societies and Traders Associations are also encouraged to decorate/illuminate the neighbourhood compound walls and footpaths with its National tricolors on August 14th/15th.

Fireworks on the waterfront at Marine Drive.
Efforts are being made to organize special fireworks at Marine Drive. Corporates and citizens are encouraged to do so at waterfronts in other areas for which full cooperation will be given.

Bands at Band Stands
The Government is requesting the Armed Forces and the Police to arrange for their bands to play at the different band stands in the city between 5.30 p.m. to 7 p.m.

The Municipal Commissioner and the Police Commissioner supported by the Chief Secretary will be providing all the necessary permissions that may be required for these two days i.e. 14th/15th August. Workshop on Metropolitan Governance and Planning
Experience of Mumbai and Rio de Janeiro.
Bombay First together with Mumbai Transformation Support Unit and with the support of the World Bank and Cities Alliances organized a workshop on Metropolitan Governance and Planning on 29th June 2012, from 10.00 am to 5.15 pm at The Sahyadri State Guest House, Malabar Hill, Mumbai.

K Banthia, Chief Secretary, Government of Maharashtra, Mr. Ming Zhang, Sector Manager, World Bank, Mr. D.M Sukthankar, Former Chief Secretary, Government of Maharashtra, Mr. Narinder Nayar, Chairman Bombay First and Mr. B.C Khatua, Director, Mumbai Transformation Support Unit, were few among the prominent personalities present.

In the Inaugural Session, the welcome address was given by Mr. B.C. Khatua, Director, MTSU. The opening remarks were by Mr. Narinder Nayar, Chairman, Bombay First, Mr. J. K Banthia, Chief Secretary, Government of Maharashtra, gave the Inaugural Speech, and Col. Sunil Saberwal, Chief Executive Officer, Bombay First, delivered the Vote of Thanks.
The daylong session was divided into Session I on Metropolitan Planning and Session II on Social and Economic Development and Metropolitan Governance. In the Technical Session I, The Concept Plan for Mumbai Metropolitan Region was presented by Ms. S. Mahajan , Consultant, MTSU. Mr. Gautam Chatterjee, Principal Secretary, Housing, Government of Maharashtra made a presentation on the Housing Mission. This was followed by Presentation on Transport Plan for MMR and Resource Generation Plan under Mumbai Transformation- was made by Mr. B.M Setty, Chief General Manager (Traffic & Transportation), LEA Associates South Asia Pvt. Ltd.
The delegation for Rio de Janeiro also made a presentation on Issues relating to Metropolitan Planning, Housing Slum Rehabilitation and Transport in Rio de Janeiro and Brazil.
The Technical Session II was chaired by Mr. D.M. Sukthankar, Former Chief Secretary, Government of Maharashtra. Mr. Sitaram Kunte, Muncipal Commissioner, Municipal Corporation of Greater Mumbai made a presentation on Solid and Liquid Waste Management, Slum Sanitation and Mangrove Protection including their public health, environment and community IEC aspects.
The delegation from Rio de Janeiro, shared their experiences on Social and Economic development as a part of the Slum Rehabilitation Programme. A Presentation on Metropolitan Governance including Delivery Monitoring Mechanism and the War Room was made by Ms. Sunali Rohra, from McKinsey & Company. The Workshop experienced high powered discussions for the Planning, Growth and Development for the Mumbai Metropolitan Region.

Security Summit ‘Mumbai Must Be Secured. Now!’ held on 24th February 2012, is the Fourth in the Series of Security Seminars held by Bombay First after 26/11.

This Summit was organized to draw attention towards the Crucial Issue of Security of Mumbai, in particular and the nation in general. Incidents like 13/7, Delhi Blasts in 2010, Pune Bakery blast, attack on Israeli Diplomat recently and other similar incidents continue to occur randomly and with impunity. Perhaps the Counter Terrorism Policy being followed by us requires to be analyzed and re-formulated. It is with this background that Bombay First planned this Security Seminar.

The inaugural session commenced with a presentation on “Background Paper on Counter Terrorism Policy” by Mr. V Balachandran, Former Special Secretary, Cabinet Secretariat, Govt. of India. He is a walking encyclopedia on terror issues and is world renowned speaker on counter terrorism. Special comments were given by Mr. Shyamal Datta, Former Governor of Nagaland & Former Director of IB. This was followed by an address by Mr. Ratnakar Gaikwad, Chief Secretary, Govt. of Maharashtra.

The background paper presented requires be discussed, analyzed and adopted suitably. This would possibly lead to better co-ordination of counter terrorist operations between State and Centre and also address the controversy of National Counter Terrorism Center. The inaugural session was followed by another session on “Counter Terrorism Strategy” chaired by Mr Umesh Sarangi, Additional Chief Secretary (Home), Government of Maharashtra. Dr. Sukhwinder Singh, Additional Commissioner of Police, ATS, Mumbai, and Mr. Sadanand V Date, Additional Commissioner of Police, Force-1, Maharashtra, presented their expert view-points on the issue. Mr. Peter Beckingham, British Deputy High Commissioner and Mr Don Randall, Head-Security, Bank of England, voiced on the UK perspective on “Counter Terrorism” and their strategy after 7/7. Dr.Vivek Lall, President & CEO of Reliance Industries Limited thereafter, gave the corporate view-point.

Session-II deliberated on “Public/Private Partnership & Community Involvement in the Security of the City” and a special address by Mr Arup Patnaik, Commissioner of Police, Mumbai. This session was chaired by Mr Kumar Ketkar, Chief Editor, Dainik Divya, and also had an address by Mr Maroof Raza, Mentor, IPPAI & Security Watch India and Mr Sidharth Bhatia, Senior Journalist. This session ended with a presentation on “Security Framework and Capabilities” by Mr Tanmoy Chakrabarty of TCS.

The last session deliberated on “Cyber Security & Business Continuity” and was chaired by Mr. Rajesh Aggarwal, Secretary-IT, Government of Maharashtra. This session was addressed by Mr Anand Desai of DSK Legal, Mr. Rajan Luthra of Reliance Industries Limited and Mr. Navin Agarwal of KPMG.

All the issues discussed are very essential for a 360o approach to prevent terror misadventures. The Security Summit was a platform and an attempt to bring the systems from the government bodies, Media, Corporate world as well the International ways and to arrive at a fool-proof system to prevent any future terror attacks in Mumbai.

In our first security seminar in January 2009, we assembled experts from all over the world, especially USA and UK, to discuss terrorism and prevention as dealt by the USA after 9/11 and the UK after 7/7 and also to draw lessons required to be taken after 9/11. A number of relevant issues emerged and were disseminated including issue of a White Paper on Crisis Management. The next two security seminars followed in November 2009 and 2010. These seminars saw Bombay First as a catalyst in building up a healthy relationship between the hierarchy of Maharashtra Police and the London Metropolitan Police. Mr A.N.Roy, then DGP of Maharashtra and Mr D Sivanandhan, then Commissioner of Police, Mumbai, interacted with Sir Paul Stevenson, Commissioner of London Metropolitan Police, and established personal and professional bondings. This interaction led to a number of joint initiatives, the first being training of a lady inspector with Hendon Police Academy, New Scotland Yard in March/April 2010 and then a successful conduct of the Hostage Negotiation and Crisis Management Course in April 2011 by experts from New Scotland Yard at BKC Police Station for thirty senior inspectors of Police. The process continued with a high level delegation of Maharashtra Government and Maharashtra Police visiting London in September 2011 to understand and analyze the very successful establishment, implementation and functioning of CCTV coverage in the London Metropolitan Region and use this project as a precursor for our own CCTV system and infrastructure for Mumbai.
