On 15 December, the Government of India and ADB signed agreements for five loans totaling over $2.2 billion to support various development projects. The financing will advance initiatives under India’s national flagship programs in skilling (PM-SETU) and rooftop solar deployment (PM Surya Ghar) along with projects across three states supporting healthcare (Assam), metro development (Tamil Nadu) and ecotourism promotion (Meghalaya).

Department of Economic Affairs Deputy Secretary Saurabh Singh signed the agreements on behalf of the Government of India, and Officer-in-Charge and Deputy Country Director, India Resident Mission, Aarti Mehra, signed on behalf of ADB.

ADB has approved a $240 million loan, marking the second tranche of the Chennai Metro Rail Investment Project. This funding will support the expansion of the metro rail network, enhancing cleaner, safer, and more reliable urban transport across the Chennai Metropolitan Area.

The new financing will support key sections of three metro lines, covering 20 kilometers of elevated and underground corridors and 18 new stations.

Additionally, ADB has approved a $108 million loan to assist the Government of Mizoram in strengthening its public health care system and achieving universal health coverage.

“The ADB financing will help the state roll out its new Mizoram Universal Health Care Scheme (MUHCS), which brings all citizens under one health insurance umbrella consisting of subsidized and contributory mechanisms,” stated ADB Country Director for India Mio Oka. This will ensure that poor and vulnerable people receive free coverage while improving access to quality care.

ADB has approved a $650 million loan to help the Government of India scale up rooftop solar systems and expand access to clean, affordable energy for 10 million households by 2027.

The financing will support the government’s flagship initiative—Pradhan Mantri Surya Ghar: Muft Bijli Yojana (PMSGMBY)—to make rooftop solar widely accessible nationwide.

“The program is accelerating India’s clean energy transition by removing long-standing barriers to rooftop solar adoption, including financing constraints and regulatory gaps,” said Mio Oka, ADB Country Director for India. “It is making rooftop solar affordable and accessible for millions of households while creating green jobs, empowering women, and strengthening the financial health of the power sector.”

ADB and the Government of India today signed agreements for three loans worth over $800 million for projects in Maharashtra, Madhya Pradesh and Gujarat.
The loan signing ceremony was chaired by the Department of Economic Affairs (DEA) Joint Secretary Baldeo Purushartha. The loan agreements for the Maharashtra Power Distribution Enhancement Program for Agricultural Solarization ($500 million); Indore Metro Rail Project ($190.6 million), and Gujarat Skills Development Program ($109.97 million) were signed by Saurabh Singh, DEA Deputy Secretary on behalf of the Government of India, and Mio Oka, Country Director, India Resident Mission, on behalf of ADB.
In addition, a technical assistance grant of $ 1 million was also signed to provide implementation support for the upcoming Sustainable Wetland and Integrated Fisheries Transformation (SWIFT) Project in Assam designed to enhance the state’s wetland ecosystems and fisheries.

🌿 Meghalaya aims to become a top ecotourism destination!
ADB has approved a $77 million loan to boost ecotourism and natural farming through the Integrated Ecotourism and Sustainable Agri-Based Livelihood Development Project.
This project will create 8,000+ livelihood opportunities, empower women and Indigenous communities, and support Meghalaya’s Vision 2032 for sustainable development.
“By combining conservation with tourism and rural markets, this project offers a model for inclusive growth that can be replicated across India,” said Mio Oka, ADB Country Director for India.

ADB has approved a $400 million loan to make roads in Maharashtra safer, greener, and more inclusive—connecting rural communities and linking villages to markets, schools, hospitals, and jobs.
Through the Maharashtra Roads Connectivity for Inclusive Growth Program, we’ll upgrade:
✅ 350 km of state highways
✅ 2,577 km of rural roads
across 34 districts, with special attention to the climate-vulnerable Marathwada and Vidarbha regions.
Over 1.7 million people will benefit, including 80 villages and 410 rural communities.
“This program will help foster balanced and inclusive growth by improving connectivity to rural villages and essential services,” says Mio Oka, ADB Country Director for India.
