The Ministry of Local Government and Rural Development has expressed deep concern over the rising number of fire and fire-related incidents recorded across the country, calling on the public to enhance vigilance and prioritise fire safety measures to prevent loss of life and property.
Between August and mid-October 2025, over 300 fire incidents were recorded nationwide. These incidents affected residential homes, commercial premises, motor vehicles, and community spaces, resulting in significant property damage worth about K20,000,000. Fire brigades under various councils responded swiftly in many cases and managed to save substantial property; however, the frequency of outbreaks remains alarming.
Lusaka, Copperbelt, and Central Provinces recorded the highest number of incidents during the period under review. Preliminary assessments indicate that most fires were linked to negligence in handling electrical appliances, unattended cooking and open flames, improper waste and bush burning, and fuel-related mishandling.
The Ministry urges the public to take immediate preventive action by:
• Avoiding careless burning of waste, fields, and vegetation
• Ensuring safe installation and maintenance of electrical equipment
• Safely storing fuel and other flammable substances
• Keeping basic firefighting tools such as fire extinguishers at homes and business premises
In addition, the Ministry reminds the public of the legal provisions prohibiting open burning of waste. In accordance with the Environmental Management Act (EMA) No. 12 of 2011 and Statutory Instrument (SI) No. 112 of 2013, any person who conducts open air burning without authorisation is liable to a fine ranging from K1,800 to K15,000 or imprisonment for up to two years.
SI No. 112 of 2013, Part III, clearly states that:
“A person shall not conduct open air burning of waste from industrial, commercial operations or domestic or community activities except with written consent of the Agency.”
The Ministry therefore cautions that enforcement efforts will be heightened, and any individuals or entities found violating these provisions will be prosecuted in accordance with the law.
Government remains committed to strengthening emergency response capacity through continuous investment in modern firefighting equipment, personnel training, and support to community level safety initiatives.
The Ministry emphasises that fire-prevention is a shared responsibility and urges all residents to remain vigilant, proactive, and responsible in protecting lives and property.
