中价协与工料测量组北京交流会议

学会工料测量组代表团与中国建设工程造价管理协会(中价协)在北京举行交流会议。中价协与会人员包括理事长田国民先生、副理事长谭华女士、秘书长薛秀丽女士、副秘书长李成楝先生、副书记周杰先生、总工程师舒宇先生及高级工程师匡林女士。

代表团成员包括工料测量组主席丁远进测量师、学会前会长张达棠测量师、工料测量组前主席蔡盛霖测量师、广州议会主席李国永测量师、工料测量组义务司库黄淑茹和理事庄学正测量师。

双方在会议中交流了建筑市场及行业的概况,谈及继续推动行业发展、会员信用管理、项目全生命周期价值管理等事项,亦讨论了由中国主办的「太平洋工料测量师协会年会」(PAQS Congress 2027)及2028年由中国香港主办的「太平洋工料测量师协会暨国际造价工程委员会联合会议」(PAQS & ICEC Congress 2028)。双方表示将就会议筹备事宜相互提供支援,以确保活动顺利举行。

本次交流会议加深了中价协与学会工料测量组之间的联系,双方继续合作推动区域及国际层面的专业交流,为行业高质量发展作出积极贡献。

Professional Ties between SISV and HKIS

On 15 May, HKIS welcomed delegates from the Singapore Institute of Surveyors and Valuers (SISV) to Hong Kong for a series of focused discussions and an office tour.

The SISV delegation comprised Sr Natalie Yong, 1st Vice President (QS); Sr Stanley Chang, Hon Sec (QS); Sr Vincent Leong, Assistant Hon Sec (QS); Ms Emmeline Chen, Administrative Manager; Ms Nellie Liu, Senior Administrative Executive; and Mr Wong Han Jie, Senior Administrative Executive.

Representing HKIS were Sr Raymond Kam, Senior Vice-President; Sr Eric Ting, Chairman, Quantity Surveying Division; Sr Mandy Ng, Vice-Chairman, Quantity Surveying Division; Ms Margaret Yung, General Manager; Mr Chun Law, Assistant General Manager; Ms Judy Shiu, Senior Manager – Education and Professional Development; and Ms Kiny Hung, Senior Manager – Membership and Appointment.

The visit covered secretariat governance, process management, digitalisation, and recent quantity surveying development in both places, followed by photo-taking and an office tour.

QSD PQSL Procurement Series 2026 - How to Read Between the Lines and Secure the Project – Analysis of Tenders (14 May 2026)

We were honored to have two distinguished guest speakers: Sr Amelia Fok, a Past Chairperson of the HKIS Quantity Surveying Division and the current Chairperson of the Association of Consultant Quantity Surveyors, and Sr Otto Li, a Senior Manager at Beria Consultants Limited. Both speakers brought with professional expertise and a wealth of practical knowledge in cost management and quantity surveying.

The talk provided participants with a comprehensive overview of the tender evaluation process, covering key stages from receipt and examination to interviews, post-tender queries and final reporting. Core principles such as confidentiality, fairness, professional judgment and best practice were emphasized throughout. Attendees gained valuable insights into identifying irregularities, verifying pricing documents and ensuring transparency in tender reports. The session was enriched with case studies and practical examples, making the content highly relevant for professionals navigating complex procurement processes.

We extend our heartfelt appreciation to Sr Amelia Fok and Sr Otto Li for their contributions and dedication in sharing their expertise. 職稱評價宣講會 評價申請展開

2026年5月12日,學會舉行了粵港澳大灣區港澳工程專業人才職稱評價宣講會。

宣講會由會長溫偉明測量師致歡迎辭,並由粵港澳大灣區港澳工程專業人才高級職稱評審委員會辦公室主任劉桂雄教授主講,解釋宣講職稱評價的重要意義、申報評審條件、申報流程及審核要求等。其後,學會高級副會長甘家輝測量師和工料測量組副主席吳雯茵測量師分享去年參與職稱評價的經驗和心得,活動以答問環節結束。

「職稱」是內地獨有的專業資格評價制度,是評定專業人士技術水平及其資歷等級的重要標誌。發展局於前年(2023年)與廣東省人力資源和社會保障廳(廣東省人社廳)展開溝通和合作,成功制訂適用於香港工程專業人才的內地職稱評審機制,讓香港建造業專業人士的專業水平、資歷和能力獲得國家評級和認可。

學會與廣東省工程師學會亦於 2024 年 12 月 23 日簽署了職稱評價框架協議,以工料測量專業先行,去年已有50名工料測量組會員成功申請相關職稱。

CPD: Target Cost Contract NEC ECC Main Option C – Challenges in Payment (5 May 2026)

Gina Leung is a Member of the Hong Kong Institute of Surveyors (MHKIS), a Chartered Surveyor (MRICS) and a Chartered Builder (MCIOB), specialising in the quantum field on construction disputes.

She is experienced in providing NEC advice on the Engineering and Construction Contract (ECC) from a quantity surveyor perspective, particularly on the matters relating to payments and the compensation events.

Gina Leung is the current Chairperson of the Chartered Institute of Arbitrators (East Asia Branch) and is also a committee member of the Lighthouse Club Hong Kong Branch.

This seminar focused on practical problems encountered by the Client and the Contractor in the compensation event process under target cost contracts (Main Option C).

The discussion included various challenges commonly faced by the Parties in operating target cost contracts, the adjustment of the target cost, and possible solution approaches to address these challenges, and followed by a Q&A session.

It was a pleasure for the HKIS QSD Office Bearers to attend the CICES Annual Dinner cm Awards Presentation 2026.

The evening provided a wonderful opportunity to reconnect with professionals, friends, and industry partners, while celebrating achievements and milestones across the civil engineering surveying community.

CPD: Effective Cost Management from the Developer’s Perspective (29 April 2026)

Ada is currently the Lecturer at School of Science and Technology, Hong Kong Metropolitan University. Prior to joining HKMU, she worked as an Assistant Quantity Surveying Manager in Chinachem Group. She was responsible for construction cost management and contract administration. She also has extensive experience with various building and civil projects in Hong Kong. Her research interests include construction safety management and project management.

This seminar explored the proactive roles of quantity surveyors, which are significant for effective cost management throughout the entire lifecycle of construction projects. Based on the in-depth exposure as a client-side QS, Ada provided insights and share some successful experiences about:
- Development options and major considerations for land bid and feasibility studies;
- Initiatives in cost saving exercise;
- Stakeholder management, negotiation skills for joint venture projects, and their importance in cost management; and
followed by a Q&A session.

CPD: Statutory Construction Adjudication – Do’s, Don’ts and More (24 April 2026)

Prof. Gary Soo
Prof. Gary Soo is a Practising Barrister and Chartered Engineer, as well as an Arbitrator, Senior Adjudicator and Accredited Mediator. He has been practicing in areas of civil litigation involving commercial and construction disputes and arbitration for some 20 years. From 2008 to 2010, he took up the position to serve as the Secretary-General of the Hong Kong International Arbitration Centre. Also, he was the President of the Hong Kong Institute of Arbitrators, from the year of 2006 to 2008 & 2010 to 2011. As arbitrator, Prof. Soo has served in more than dozens of international cases through the years involving both ad hoc and institutional arbitrations (including HKIAC, ICC, CIETAC, SCIA, etc.) as party-appointed arbitrator, sole arbitrator or presiding arbitrator.

Mr. Michael Lo
Mr. Michael Lo is a Practising Barrister with a broad civil and commercial practice, specializing in construction disputes, property and conveyancing, insolvency matters, and arbitration. He regularly appears before the Court of First Instance and the District Court, and acts as counsel in international arbitrations involving major construction projects, aviation transactions, and high-value property disputes. Mr. Lo is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and is listed on the Hong Kong Bar Association’s Bar List (Arbitrators) and the World Trade Center Macau Arbitration Center’s panel of arbitrators. He is a member of the Hong Kong Bar Association’s Committee on Construction Law, co-author of Construction Law and Practice in Hong Kong (Sweet & Maxwell), and frequently lectures at the Hong Kong Legal Training Institute. Born and raised in Macau, he applies a regional perspective to cross-border matters and serves clients across the Greater Bay Area.

Everyone in construction industry now needs to know what to do and what not to do in statutory adjudication. This seminar took a quick walk through the life cycle of the process, from commencement, working with nominating bodies and adjudicators, evidence preparation and submissions, use of expert evidence and legal support to oppositions to adjudicator decisions, with a view to highlighting aspects that need to be alerted to.

QSD PQSL Specialization Series 2026 (2) – From Measurement to Intelligence: How BIM Transforms QS Practice (27 April 2026)

This PQSL talk was held at the SLC and attended by both face-to-face and Zoom participants.

Inspired by the hit Netflix series Culinary Class Wars, tonight’s session highlighted that just as chefs must constantly evolve their techniques to stay competitive, quantity surveyors must also embrace the continuous evolution from manual measurement to digital intelligence.

To kick off the talk, Sr Sunny Choi emphasised that BIM is an Information Management. He provided a comprehensive overview of how the role of a QS is evolving in a digitalized environment and the current status of BIM adoption in Hong Kong.

The talk also went through the implications of BIM becoming contractually binding. By navigating the "Digital Frontier" of QS practice, Sr Choi shared how practitioners can leverage these evolving techniques to enhance efficiency and accuracy.

The workshop wrapped up with an interactive Q&A session where Sr Choi provided more his valuable insights and advice to both our physical and virtual attendees.

After the talk, a souvenir was presented to Sr Sunny Choi as a token of appreciation.

Signing of a Renewed Reciprocity Agreement between the HKIS and the CICES

We are pleased to announce the signing of a renewed reciprocity agreement between the Hong Kong Institute of Surveyors (HKIS) and the Chartered Institution of Civil Engineering Surveyors (CICES), building upon our previous agreement established in 2021.

The agreement was signed on 24 April 2026 by HKIS President Sr Tony Wan and CICES Senior Vice President Marek Suschocki, and witnessed by HKIS Quantity Surveying Division Chairman Sr Eric Ting and CICES (Hong Kong) Chair HF Wong.

This renewal reaffirms the ongoing relationship between our two institutions, reflecting a shared commitment to advancing professional standards and collaboration across the institutions.

Through this agreement, we look forward to deepening exchanges in professional knowledge, fostering cooperation on topics of mutual interest, and developing joint training initiatives to further strengthen the capabilities of our members.
