Over the past few weeks, these questions have been at the centre of a growing debate surrounding the apparent power struggle between the Tema Metropolitan Assembly (TMA) and TDC Company Limited.
But this is bigger than the personalities involved.
Where did this tension come from?
Why do these two institutions sometimes appear to have overlapping authority over land, development and planning in Tema?
And how did we get here?
In this mini-documentary, we go back to the beginning — tracing the history of TDC and TMA, how their mandates evolved, and why the relationship between these two institutions has become so complicated.
