Since 1 October 2023, the Building Safety Regulator (BSR) has been the sole building control authority for higher-risk buildings (HRBs) in England.

โœ… What counts as a HRB?

ยท 18m+ tall or 7+ storeys

ยท At least 2 residential units

ยท Hospitals & care homes meeting the same height thresholds

โœ… The process (the โ€œGatewaysโ€):

1๏ธโƒฃ Planning (Gateway 1)

2๏ธโƒฃ Pre-construction approval (Gateway 2 โ€“ 12 weeks)

3๏ธโƒฃ Completion & registration (Gateway 3 โ€“ 8 weeks)

From April 2024, all building inspectors & approvers must be registered with BSR โ€“ operating without registration is a criminal offence.

Protection if the contractor fails:

1. If the contractor ceases trading (e.g., due to bankruptcy or retirement), their standard workmanship guarantee becomes worthless.

An IBG steps in to cover repairs or replacements that would have been the contractor's responsibility.

2. Peace of mind:

Even if the work is done to a high standard, unexpected issues may arise later (e.g., leaks in a roof or faulty insulation).

With an IBG, youโ€™re not left footing the bill if the contractor isnโ€™t around to fix it.

3. Often a requirement:

Some regulatory bodies or trade associations (e.g., FENSA, TrustMark) may require an IBG for compliance or certification.

You might also need it to sell your home, especially if work like damp proofing, roofing, or double glazing has been done.

4. Longer-term coverage:
