WHY THE PHILIPPINES IS NOT READY FOR NET ZERO

At the Philippine Net Zero Conference 2026, government and business leaders, led by Environment Secretary Juan Miguel Cuna and First Gen President Francis Giles Puno, examined whether the Philippines is ready for a formal net-zero pledge. Under its 2026 Nationally Determined Contribution, the country targets a 75-percent net emissions reduction from 2025 to 2035, but only 7 percent of that is unconditional; the rest depends on climate finance and other support. Officials say the country needs to shift "from commitments to implementation" and address financing, social protection for affected workers, and safeguards for nature-based projects before committing to a binding net-zero target.
