Non-German seller registered in LUCID? You have until 12 November 2026 to fix this.

Most foreign sellers haven't noticed the change yet.

On 12 August 2026, Germany's Packaging Act (VerpackG) was replaced by the new Packaging Law Implementation Act (VerpackDG), alongside the EU's PPWR.

One change hits international e-commerce directly:

❌ Before: appointing an Authorised Representative in Germany was optional.
✅ Now: it's mandatory.

Who this applies to:
You're based outside Germany, have no German branch, and sell packaged products or empty packaging directly to end consumers in Germany.

What you need to do:
→ Appoint an Authorised Representative with a registered office or establishment in Germany
→ Add them to your master data in LUCID
→ Already registered before 12 August? The transition deadline is 12 November 2026

The detail many people miss:
Your AR takes over your EPR obligations in Germany. But registering in LUCID stays your own responsibility. You can't hand that part off.

New registrations must name the AR from day one. Existing registrants will see a missing-authorisation notice when they log in.

Under 7 weeks left. If you sell into Germany from abroad, check your LUCID account this week.

PPWR is no longer a "future deadline" — it's binding law.

Regulation (EU) 2025/40 applied on 12 August 2026, replacing the old Packaging Directive outright. No transposition needed. No grace period.

But not everything applies at once. And that's where most companies are getting confused right now.

✅ Already in force:
— PFAS and heavy-metal limits for food-contact packaging
— Declaration of Conformity, required per packaging format
— The revised (and broader) EPR manufacturer definition
— Packaging minimisation duty, carried over until end of 2029

⏳ Still ahead:
— Recyclability grading (A–E) and recycled content minimums — 2030
— 50% empty-space cap — 2030 at the earliest (that "40% from August 2026" figure floating around online? Outdated.)
— Harmonised labelling and pictograms — delayed, expected 2028+

Meanwhile, national EPR schemes haven't gone anywhere. Germany's LUCID, France's CITEO, Spain's Ecoembes, Italy's CONAI — each with its own registration, timeline and format. A business selling into six EU markets can easily miss one without realising it.

🇫🇷 France postpones Professional Packaging EPR launch

The new EPR scheme for professional packaging — due to take effect on 1 July 2026 — has been delayed again.

Minister Delegate Mathieu Lefèvre confirmed the postponement just days before launch, citing late EU guidance on who qualifies as a "producer" under the scheme. This is already the second delay (the scheme was originally meant to start in January 2026).

Two new dates are now on the table: 1 October 2026 or 1 January 2027.

📦 Professional packaging EPR covers B2B packaging — pallets, drums, crates, plastic film, and bulk containers — used across industry, logistics, and food service.

What to do now: keep preparing — the obligation isn't going away, just the timeline. Lappa will update as soon as the official decree lands.

🚨 Big change for cross-border e-commerce in the EU

From July 1, 2026, the EU customs rules for low-value imports are changing.

The €150 customs duty exemption will be removed, and a new €3 flat duty will apply per HS6 product line — not simply per parcel.

For online sellers, this means checkout logic, SKU data, HS codes, delivery terms, and IOSS workflows all need to be reviewed before the reform starts.

Important to know:
📦 IOSS still covers import VAT
🧾 Customs duties will be handled separately
🔢 The €3 duty depends on HS6 product lines
🚚 DDP shipping may become more important
🏷️ Product identifiers like GTIN, EAN, or UPC become mandatory later in 2026
