The new EPR scheme for professional packaging β€” due to take effect on 1 July 2026 β€” has been delayed again.

Minister Delegate Mathieu Lefèvre confirmed the postponement just days before launch, citing late EU guidance on who qualifies as a "producer" under the scheme. This is already the second delay (the scheme was originally meant to start in January 2026).

Two new dates are now on the table: 1 October 2026 or 1 January 2027.

🚨 Big change for cross-border e-commerce in the EU

From July 1, 2026, the EU customs rules for low-value imports are changing.

The €150 customs duty exemption will be removed, and a new €3 flat duty will apply per HS6 product line β€” not simply per parcel.

For online sellers, this means checkout logic, SKU data, HS codes, delivery terms, and IOSS workflows all need to be reviewed before the reform starts.

Important to know:
πŸ“¦ IOSS still covers import VAT
🧾 Customs duties will be handled separately
πŸ”’ The €3 duty depends on HS6 product lines
🚚 DDP shipping may become more important
🏷️ Product identifiers like GTIN, EAN, or UPC become mandatory later in 2026
