Where is the money for women’s economic empowerment in Ethiopia?
We were commissioned by Publish What You Fund to assess national and sub-national funding for women’s
economic empowerment in Ethiopia. It wasn’t an easy task. Here’s what we found :
Currently there is no means of identifying women’s economic empowerment allocations
and expenditures at the country level in . While the Ethiopian government is
cognisant of gender issues and has incorporated them in its policy documents and
legislation, there are no established systems to enable the reporting of allocations on
gender equality or women’s economic empowerment. No sex-disaggregated data is
compiled and gender-responsive budgeting is not institutionalised. So there is no basis to
determine whether the considerations at the time of budget preparation are followed
through.

We asked Three B Consult to assess national and sub-national funding for women’s economic empowerment in Ethiopia. It wasn’t an easy task. Here’s what they found :

They found that currently there is no means of identifying women’s economic empowerment allocations and expenditures at the country level in . While the Ethiopian government is cognisant of gender issues and has incorporated them in its policy documents and legislation, there are no established systems to enable the reporting of allocations on gender equality or women’s economic empowerment. No sex-disaggregated data is compiled and gender-responsive budgeting is not institutionalised. So there is no basis to determine whether the considerations at the time of budget preparation are followed through.

To make it easier to identify and assess WEE projects, they recommend the gender budget statements which are currently being piloted should be scaled up to more public bodies. In order to track and understand spending on women’s economic empowerment, assess commitment and impact, and identify gaps, the government should require public bodies to collect and report gender-disaggregated data for the projects they implement.
