Right to work is one of the clearest links between inclusion policy and economic growth.

Ethiopia's 2019 Refugee Proclamation opened the door: legal work, freedom of movement, fuller economic participation. Samuel Layne walked through it. With a permit, training, and financing, he doubled his income, employs seven people, and has already seen two former employees start their own businesses.
