This is a back flow valve, by installing one of these in your home you can prevent costly sewer backups. However, in this case the install of this valve caused a basement flood. The plumber cut a big hole in the floor and left it open. Under heavy rain and spring thaw ground water entered this opening and flooded the basement. These valves need to be installed with a sleeve and concrete poured around it to create a seal.
