Bangladesh Bank’s Tk60,000cr Stimulus Package 🇧🇩

17 banks have signed agreements to provide Tk41,000 crore under Bangladesh Bank’s Tk60,000 crore stimulus programme aimed at reviving distressed businesses and boosting economic activity.

The package targets closed industries, agriculture, SMEs, export diversification and rural investment. The remaining Tk19,000 crore will come through Bangladesh Bank’s refinancing facilities.
The programme could provide a major boost to private investment, industrial production and employment—but its success will depend on whether funds reach viable businesses and whether issues such as gas shortages, weak demand and rising NPLs are addressed.

The real test now: turning Tk60,000 crore of credit into real production, jobs and growth.

Bangladesh is set to secure an additional $350 million World Bank guarantee for LNG imports, potentially bringing Petrobangla’s total financing facility to $700 million by November.

The expanded facility is designed to ease pressure on Bangladesh’s foreign exchange reserves while supporting LNG payments amid rising import dependence. Of the proposed $700 million, $650 million would support standby letters of credit for LNG purchases, with another $50 million available as a credit support line.

With domestic gas production declining and LNG demand rising, the facility is expected to strengthen energy security and provide greater flexibility in managing future import requirements.

The Bangladesh Securities and Exchange Commission (BSEC) has proposed significant draft amendments to ease margin loan rules to boost stock market liquidity and trading volume. Key changes include removing the 5% dividend requirement for B-category companies, lowering the minimum BO account shareholding threshold from Tk 5 lakh to Tk 3 lakh, and increasing market intermediaries' borrowing capacity from 3 to 5 times their core capital. However, financial experts warn that allowing leveraged investments in weak, low-dividend companies could invite risky speculation and destabilize the retail-driven market during corrections.

Venture capital investment in Bangladeshi startups dropped sharply in the first half of 2026, falling to $6 million across six deals compared to $120 million in H1 2025. The contraction highlights the ecosystem's heavy dependence on foreign venture capital and a critical lack of domestic growth financing. 100% Global Capital: International investors supplied all startup capital deployed in H1 2026.

Early-Stage Focus: Investors prioritized early-stage deals, with 90% of funds directed to early rounds (averaging $1M per deal).

Sector Shift: Enterprise Software & Tech led with 35% ($2.1M), followed by Fintech at 29% ($1.7M) and Healthcare at 26%.

Market Recovery Signs: Despite the steep yearly decline, total funding grew 51% compared to H2 2025.

Policy interventions like the $35M BSIC Institutional VC Fund, tax exemptions through 2035, and 4% concessional lending aim to build stronger local capital support for scaling ventures moving forward.

Bangladesh Bank's latest systemic risk report shows growing fiscal pressure as public debt expansion outpaced tax revenue growth in H1 FY26, worsening the government's debt-to-revenue ratio. While easing inflation and a slightly stronger Taka provided some relief on import costs, private sector bank lending growth continued to slow. Meanwhile, commercial banks maintained solid liquidity buffers, but finance companies continued to struggle with negative profitability due to weak interest income.
